- Description
- The Naval Air Systems Command (NAVAIR), Patuxent River, MD anticipates awarding Cost Plus Award Fee modifications to Northrop Grumman Corporation (NGC) under contract N00019-08-C-0023-MQ-4C Broad Area Maritime Surveillance (BAMS) Unmanned Aircraft System (UAS). The purpose of these actions is to modify the existing MQ-FC BAMS UAS contract to procure additional hardware for the System Demonstration Test Articles aircraft in support of updates to the Air-to-Air Radar Sub-System (AARSS), the BAMS Airborne Recorder, and to the engines to incorporate an Active Center of Gravity Control System and to update the current engine to the "Growth Engine" to incorporate modernization initiatives. Additionally, NAVAIR anticipates procuring the hardware associated with implementing a Logistics Management System. NGC is the sole designer developer, and integrator of the BAMS UAS. Accordingly, NGC is the only contractor with the requisite personnel, technical knowledge, and expertise to provide the above mentioned within the program's cost and schedule constraints while maintaining interoperability. The proposed contract action is for hardware, which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future competition.
