- Statement of Work for 105-0283-12Z The Virginia Contracting Activity, on behalf of the Defense Intelligence Agency/ Missile and Space Intelligence Center (DIA/MSIC), Building 4545, Fowler Road, Redstone Arsenal, AL 35898-5500 has a requirement "Optimization Architecture Study". The objective of the effort is to evaluate and recommend an optimization architecture to support missile analysis including identification of a specific optimization methodology and the development of software interface descriptions and process flow diagrams. A statement of work (SOW) identifying the requirements is attached. At least one contractor point of contact must possess a TOP SECRET//SCI clearance to support contract activities. A Department of Defense Contract Security Classification Specification (DD Form 254) will be provided to the winning contractor at time of award. This is a Total Small Business Set Aside. The Government plans to award a purchase order using simplified acquisition procedures on a firm fixed price basis to a contractor that provides an acceptable technical approach to meeting the Government's SOW requirements at a fair and reasonable price and that meets the requirements of this synopsis. In cases where we receive more than one technically acceptable proposal meeting all of the synopsis and SOW requirements, award will go to the contractor with the lowest price. All proposals in response to the SOW requirements must include a description of the contractor's experience. The description shall include experience integrating diverse software platforms and demonstrate familiarity with optimization processes and techniques. Sample experiences that demonstrate successful application of various optimization approaches to conduct engineering analysis shall be included. In addition, the description of the contractor's experience shall show a familiarity with missile system analysis, such as motor design, trajectory reconstruction, plume analysis, and radar signature characterization. FAR 52.204-2 Security Requirements (Aug 1996), 52.212-4 Contract Terms and Conditions - Commercial Items (Feb 2012) and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Apr 2012), 52.219-6 Notice of Total Small Business Set-Aside (Nov 2011) are applicable to this requirement.
