- This pre-solicitation synopsis is not a request for competitive proposals. A follow-on requirement exists for healthcare housekeeping and related services in support of Irwin Army Community Hospital (IACH), to include the collective military treatment facilities (MTFs) in the health service area of IACH, Fort Riley, KS. The Center for Health Care Contracting intends to procure the necessary healthcare housekeeping and related services in support of IACH and the multiple MTFs in the health service area of IACH, Fort Riley, KS. Services are required in all direct- and non-direct patient care and healthcare-related settings, such as clinics, laboratories, and administrative areas require healthcare services on a MTF area/room-specific scheduled basis. Healthcare housekeeping and related services include three (3) support activities: healthcare housekeeping services; collection and packaging of regulated medical waste (RMW); and collection and exchange of linen. Healthcare housekeeping services may be required in any area under the jurisdiction of the IACH MTF Commander. The requirements for this effort are determined by square feet (SF) of designated spaces to be cleaned; however, the SF for cleaning of each MTF are varied. The current estimated SF quantity for IACH MTF and collective MTFs is 403,407 SF. A new hospital building to replace the existing IACH MTF is currently under construction and is estimated at 418,716 SF to be cleaned. The building is scheduled to open December 2014. As a result of the new hospital building, the estimated SF will increase from 403,406 SF by 150,173 SF to 553,580 SF, a 37% increase in required cleaning. This excludes all areas that will be provided for contractor's use, if required. This procurement will be awarded as a 100% Total Small Business set aside. An Indefinite Delivery, Indefinite Quantity (IDIQ) commercial contract is contemplated for the issuance of task orders using Firm Fixed Price (FFP) Contract Line Items (CLINs). Individual task orders will clearly describe IACH MTF-specific healthcare housekeeping requirements and services to be performed. Healthcare housekeeping and related services are required for five years. The solicitation and subsequent contract will include contract line items (CLINS) for five (5) 12-month ordering periods. This acquisition requires the use of performance-based services. The performance work statement (PWS) will define terminology for effective outcome-based performance measures of success for healthcare housekeeping services. The definitions will include performance standards, performance thresholds (minimum acceptable level of services), methods of surveillance, and performance incentives to measure success of the services acquired. The CHCC anticipates the solicitation/request for proposal (RFP) will be available approximately 30 days from the date of this notice and the closing date is anticipated as 30 - 45 days from the release of the solicitation. A pre-proposal conference and site visits are anticipated approximately ten (10) days after solicitation release.
