- NAVSUP Fleet Logistics Center, Contracting Department, Philadelphia Office intends to solicit on a sole source basis with Bruker-AXS of Madison, WI for the procurement of a diffractometer to replace the Bruker ApexII that is currently in operation in the Chemistry Department of the US Naval Academy, Annapolis, MD. The replacement diffractometer must have co-mounted radiation sources that are switchable via software, to allow for access to both of the major radiation sources: molybdenum and copper. The sources must be air-cooled and microfocus. Full Kappa geometry for crystal positioning and a zero-taper CCD detector are required. The new system must also be capable of integrating with the Cobra coldstream device that is currently in use. The Navy intends to solicit for a Firm Fixed Price type contract. The anticipated contract award start date is 15 August 2012. The procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. The Government intends to solicit and negotiate with Bruker-AXS for this requirement. The applicable North American Industry Classification System (NAICS) Code is 334517. Interested persons may identify their interest and capability to respond to this requirement by the specified response date. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government.
