Description
IPM-in-Schools Training for Tribes The purpose of this project is to train tribes and 2 tribal colleges in Region 9 on IPM principles, common pest problems, IPM practices and how to develop and implement IPM Plans for schools. The contractor shall use his/her experience and knowledge to identify an optimal location for training in Arizona, California or Nevada. The contractor shall develop and present to US EPA an agenda for the training, including classroom and field components; provide the training, including training materials; and register attendees and track attendance. The contractor shall provide labor, equipment, and materials in order to perform the work within the attached Statement of Work. Please see attached Statement of Work. Period of Performance: One year from date of award. The contractor shall submit a workplan, not to exceed ten (10) pages, in response to this RFQ, with the price proposal. Each eligible application will be evaluated according to the criteria set forth below. Applicants must directly and explicitly address these criteria as part of their application package submittal. An award will be made as the best value to the government. The evaluation factors are: 1. Technical Approach 2. Past Performance 3. Price When considered together, the non-price related factors are of greater value than price. The Government reserves the right to award to other than the lowest price offer based on its best value trade-off decision. Technical Approach -The strength of the contractor's knowledge of IPM; -The suitability of the contractor's approach; -The thoroughness and strength of the contractor's proposed workplan including how and when tasks will be completed; -The transferability of concepts presented at training into practical approaches; -Meaningful involvement of partner organizations, collaborating entities, or local stakeholders in the training; and -The strength of identified outputs and outcomes that reflect benefits to the environment and human health in Indian country in Region 9. Past Performance -The strength of the contractor's past experience in providing IPM-in-Schools Training; and -The strength of the contractor's experience working with tribes; Price -Price realism; and -Reasonableness of costs. All questions are due by Friday, June 15, 2012, 9:00 am PST. All price proposals are due by Friday, July 6, 2012, 9:00 am PST.
