Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL BE NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The Naval Facilities Engineering Command Southwest is seeking eligible small business firms capable of performing construction services for P-151, Replace Fuel Pier at Naval Base Point Loma, San Diego, California. This is not a solicitation announcement and there is no Request for Proposal (RFP) document to download. This sources sought is a market research tool being utilized to determine the availability of qualified Small Business sources prior to issuing an RFP. The Government is seeking qualified 8(a), HUBZONE, Service Disabled Veteran Owned Small Business (SDVOSB), and/or Small Business (SB) sources that are certified by the Small Business Administration (SBA) relative to NAICS classification 237990, Other Heavy and Civil Engineering Construction. The applicable size standard is $33.5 M, average annual gross receipts for the preceding three fiscal years. Responses to this sources sought will be used to make appropriate acquisition decisions. After review and evaluation of the responses to this sources sought notice, and if the Government plans to proceed with the acquisition, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government ™s best interest. This office anticipates award of a contract by August 2013. A solicitation announcement will be published in Federal Business Opportunities and Navy Electronic Commerce Online (NECO). Responses to this sources sought are not an adequate response to the solicitation announcement. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation at this time. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. Respondents will not be notified of the results of the evaluation. However, NAVFAC SW will utilize the information for technical and acquisition planning. All data received in response to this Sources Sought Synopsis marked or designated as corporate or proprietary information will be fully protected from release outside the government. Since this is a sources sought announcement, no debrief, evaluation letters, and/or results will be issued to the participants. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. The general scope of this requirement is a Firm-Fixed Price (FFP) Design Bid Build Construction Contract for the Design and Construction of P-151 Replace Fuel Pier at Naval Base Point Loma (NBPL), CA. The magnitude of construction project price ranges from $25,000,000 and $100,000,000. The United States (U.S.) Navy proposes to demolish the aging and seismically deficient Fuel Pier (Pier 180) at Naval Base Point Loma (NBPL), construct a new enhanced Fuel Pier with optimum capability to support current and projected fueling needs of the Navy and Department of Homeland Security (DHS), and perform associated dredging. Project demolition, construction, and dredging would occur simultaneously, and would commence in fiscal year (FY) 2013 and be completed by FY 2018. The scope of the project consists of the following key elements: Phased Demolition and Removal of the Existing Fuel Pier “Demolition and removal of the existing Fuel Pier are needed to replace the aging, seismically deficient fuel pier. Temporary Relocation of the Navy MMP “ Before the pier replacement activities begin, the Navy MMP would be temporarily relocated to the Naval Mine and Anti-submarine Warfare Command (NMAWC), part of NBPL that is over two miles away from the fuel pier [Space and Naval Warfare Systems Center (SSC). Limited construction at NMAWC would occur and Navy marine mammal enclosures would be towed from the existing facilities to the temporary NMAWC site. After completion of the new fuel pier the Navy MMP would move back to its original location adjacent to the fuel pier, and the temporary facilities at NMAWC would be removed. Temporary Relocation of Everingham Brothers Bait 1 Company Bait Barges “ The two Everingham Brothers Bait Company bait barges anchored in Navy waters about 0.3 mile (mi) south of the existing fuel pier would be temporarily relocated. The project will be located at Naval Base Point Loma, San Diego, CA. This procurement shall be in accordance with, FAR 52-225-11, Buy American Act “ Construction Materials under Trade Agreement (Nov 2010) and FAR 52.225-12, Notice of Buy American Act Requirements “ Construction Materials under Trade Agreements (Feb 2009). The firm should demonstrate knowledge, current relevant qualifications, experience, bonding, and the capability to perform a design-build construction contract for the design and construction of a fuel pier. Submission Requirements: Interested sources are invited to respond to this sources sought announcement by using the forms provided under separate file titled Sources Sought Information Form. Total pages limited to 10 single sided 8 ½ x 11 pages for the Sources Sought Information form response and 2 single sided 8 ½ x 11 pages for a cover letter. Using the Sources Sought Information Form, submit a maximum of 5 projects describing the following: 1) Experience: Describe the government or commercial contracts/projects your firm has completed in the last 5 years showing your experience in the design and construction of pier, fuel pier similar in size, scope, and complexity as indicated in this announcement with project cost in the range between $25,000,000 and $100,000,000. For each of the contracts/projects submitted for experience, provide the title; location; whether your firm was the prime or subcontractor; contract or subcontract value; type of contract; if design-build; contract completion date; customer point of contact including phone number; and a narrative description of the product/services provided by your company. Identify whether your firm has in-house engineering capacity or uses an Architect-Engineering (A-E) firm to provide design and associated work listed in this announcement. Indicate whether you have an established working relationship with the design firm. 2) Bonding capacity: Provide the name of the Surety, your maximum bonding capacity per project, and your aggregate maximum bonding capacity. 3) Identify whether your firm is a SBA certified 8 (a); SBA certified Hubzone, and/or Service Disabled Veteran Owned Small Business concern.
