- The Space and Naval Warfare Systems Center Atlantic, (SPAWARSYSCEN, ATLANTIC) intends to issue solicitation N65236-11-R-0126 as a sole source procurement to L-3 Communications Corporation, 1 Federal Street Camden, NJ 08103-1004. L-3 Communications shall provide the management, engineering and technical services to SPAWARSYSCEN Atlantic necessary to develop, procure, produce and deploy and integrate as required to modify, upgrade and sustain the highly specialized USCG L-3 proprietary Integrated Communications System ICS comprised of: 1) the Integrated Voice Communications System (IVCS) and Compact IVCS (CIVCS); 2) the Keyswitch Integrated Terminal Equipment (KITE); 3) the Automated Communications Resource Manager (ACRM/SYMPHONY); and 4) Red & Black Baseband Switches (BBS), and the Radio Frequency Distribution System (RFDS) onboard United States Coast Guard (USCG) National Security Cutter (NSC), Fast Response Cutter (FRC), and Offshore Patrol Cutter (OPC) platforms and USCG Training Center (TRACEN) Petaluma in support of USCG tasking and requirements. Efforts will include L-3 proprietary systems engineering management, software and systems engineering, engineering support, production and deployment, installation, upgrade and testing, logistics support, system operator and maintenance training, and system sustainment and support to include remote and onsite technical assistance, component repairs, and groom services in support of USCG platforms operational requirements. Authority for other than full and open competition is 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only One Responsible Source and no other supplies or services will satisfy agency requirements. A Indefinite Delivery/Indefinite Quantity, Firm Fixed Price and Cost-Plus-Fixed-Fee type contract, with a base period of one year and two (2) one year-options is anticipated. This notice of intent is NOT a request for competitive proposals or quotes. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. A sole source solicitation will be issued. The solicitation will be transmitted to the sole source contractor by means other than posting it on the SPAWAR ECC Business Opportunities web site. Interested parties may submit comments in writing to the contract specialist, Vernon Pryor, Code 2211 by e-mail address vernon.pryor@navy.mil, no later than 2:00 p.m. local (EST) on 14 June 2012.
