Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement constitutes the only solicitation; proposal is being requested and a written solicitation will not be issued. A proposal is being requested based solely on this announcement. The proposed contract action is for operations, maintenance and training support for DGVT system for 1st Space Brigade Commercial Imagery Team, for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. There is only one responsible source and no other services will satisfy agency requirements. Digitalglobe Inc is the sole proprietor for Commercial Remote Sensing (CRS) data specific to Worldview1 and Worldview2 imagers. They hold all patents specific to the CRS satellites and payloads they operate. Hence, the Digitalglobe Inc DGVT operations, maintenance, and training support services required are exclusive to Digitalglobe Inc and are considered proprietary, as Digitalglobe Inc is the only commercial vendor that can deliver Worldview1 and Worldview2 data that is required by the Commercial Imagery Team (CIT) in support of USCENTCOM J2. A justification for Other than Full and Open Competition has been prepared for and approved by the Contracting Officer in support of this acquisition. U.S. Army Space and Missile Defencse Command/U.S. Army Forces Strategic Command intends to issue a contract (solicitation no. W91260-12-R-0004) to Digitalglobe Inc, 1601 DRY CREEK DRIVE SUITE 260, Longmont, Colorado, pursuant to the authority of FAR Parts 12 and 6.302-1 Sole Source Acquisitions. Digitalglobe Inc shall provide operations, maintenance, and training support for DGVT system as described in the following contract line item numbers (CLINs): CLIN 0001 - Operations and Maintenance (O&M) Support Contractor shall provide all management, labor, supervision, tools, parts, materials, equipment, transportation, and travel necessary to provide O&M support for Digitalglobe Worldview Virtual Terminal (DGVT) System, for 1st Space Brigade CIT, NSA Bahrain. O&M support to include contractor providing urgent and non-urgent software fixes for defects to the DGVT reported by 1st Space Brigade, COTS hardware support services and parts-only warranty on COTS hardware, two Mobile Training Team (MTT) multi-day training events for the 1st Space Brigade in Colorado Springs, CO (to allow two new teams to get certified and ready for deployment), and Tier 1 (EPOC) and Tier 2 DAP PO and DIBU customer support. Period of performance: 5/1/2012 - 4/30/2013. QTY: 12 Months CLIN 0002 - Currency Updates for DGVT Contractor shall provide currency updates to include cataloging, archive preprocessing, production system (CAPPS) sync to keep DGVT system updated at the same release level as other facilities in the Direct Access Facility (DAF) O&M program, urgent release deployment for defects* reported by other DAFs, annual O&M release remote deployment, COTS software and Windows operating system (OS) updates and warranties, and deployment of contractor-requested changes to the DGVT. Period of performance: 5/1/2012 - 4/30/2013. QTY: 12 Months The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-58 dated 18 May 2012.
