Description

This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation shall be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The RFQ number is N00244-12-T-0209. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-58 and DFARS Change Notice 20120330. It is the contractor ™s responsibility to be familiar with the applicable clauses and provisions. The NAICS Code is 325920 and the Small Business Standard is 750 employees. Fleet Logistic Center, San Diego, Seal Beach Division intends to award a sole source contract to the manufacturer ( Dyno Nobel ™s) Western Regional Distributor ” Alpha Explosives for the following supplies: ITEM 0001- 40' EZDET1,020 (EA) ITEM 0002- ALPHA MIX (ANFO) 4,500 (LB) ITEM 0003- BLASTEX 2.5"xI6" 3000 (LB) ITEM 0004 -SPARTAN 450 BOOSTER 468 (EA) ITEM 0005 - NONEL. STARTER 1000' 32 (EA) FOB DESTINATION: CHINA LAKE, CA 93555. Products shall be delivered no later than 60 days after contract award. Inspection and acceptance will be performed at the government destination by a government representative. Offerors are required to complete and include a copy of the following provision with their quotation: FAR 52.212-3, Offeror Representation and Certifications - Commercial Items ”Alt I. Provision 52.212-2, Evaluation - Commercial Items, applies with paragraph (a) completed as follows: The proposed contract action is for commercial supplies or services for which the government intends to solicit and negotiate with only one source under the authority of FAR 13.501 (a) (1) (ii). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within ten days after date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
