MPACS Final RFP is released. 5 Jun 2012: MPACS RFP is released. 5 Jun 2012: Additional Q&A for draft RFP #3 is posted. See QC6-QC12. 5 Apr 2012: Q&A for draft RFP #3 is posted. See QC1 to QC5. 30 Mar 2012: Instructions and map attached for the second site visit. 19 Mar 2012: The third draft of the RFP is reposted. Formatting for Sec L&M was lost when transferred to the electronic contracting system. 14 Mar 2012: A third draft RFP is posted with Q&A from Industry pertaining to the second draft RFP. All comments and/or questions for the third draft RFP will be accepted until 21 Mar 2012. Send all comments and/or questions to the Contracting Administrator at cynthia.waller@offutt.af.mil. 12 Mar 2012: The second MPACS site visit/demonstration is changed from 9 April 2012 to 11 April 2012. Procedures to attend second MPACS site visit/demonstration on 11 April 12 is posted. All visit requests must be sent to ESC-HSB via JPAS by 16 March 2012. See attachments for further details. 5 March 2012: Announcement to see if there is any interest for a second MPACS site vist on 9 Apr 12. The Government plans to issue a future contract for the sustainment of the Mission Planning and Analysis System (MPAS) application: Mission Planning and Analysis Common Services (MPACS). This contract was intially primarily for the sustainment of the Automated Windows Planning System (AWPS) and was posted as AQRASS II. Additions in scope to include development of plan manager and common services functions have prompted the change in contract title to MPACS. An AWPS demo was held on 9 November 2011 as an effort to give potential Offeror's an understanding of current capabilities for ths application. Due to increase in scope of this effort to include Plan Manager functions, we are offering a repeat demonstration of AWPS to be held the week of 9 April 2012. The demonstration of AWPS will be the same demonstration held at the site visit on 9 November 2011. The briefing and associated demonstrations will be conducted at Top Secret level. Attendees are required to hold Top Secret clearance or higher to be admitted to the demo. Interested parties are to respond by 8 March 2012. Send an e-mail to the Contract Administrator, Cynthia Waller, at cynthia.waller@offutt.af.mil. In the event that no response is received by 8 March 2012, the AWPS demo will be cancelled. Registration procedures and security requirements to follow. 15 Dec 11: The contract name is changed to Mission Planning and Analysis Common Services (MPACS) formerly Automated Quality Review and Analysis Software Software Support II (AQRASS II) and Validation, Analysis, Quality Review Software Support (VAQRSS). The program was revised to include developmental efforts. 28 Nov 11: Reminder for Site Visit held on 9 Nov 11 Classified Disk: ESC/HSB will be mailing the Secret bidder's library CD to each contractor company's security official. We will send one Secret CD to each company. Please provide the name, mailing address, email address, and phone number of the company's security official and confirm the company's ability to store Secret material to Rob Leffler at 402-294-5013 or e-mail lefflerj@stratcom.mil. We will use current security guidelines to mail classified media to the security official. Viewing Classified Documents: 1. Viewing Secret Data: Any company without ability to store Secret will not be send the Bidder's Library disk. Instead, they will be given an opportunity between now and 16 Dec to review Secret source code and documentation. Reviewers will be accompanied. A maximum of two reviewers for each session will be allowed. Reviewers must have a Secret clearance. All necessary arrangements for entry to the base and STRATCOM must be completed prior to the day of the scheduled review(s). Reservations for review times will be made via email request on a first come first serve basis to Mr. Downey. Review times are available in up to 3-hour blocks per day, Monday thru Friday 1300-1600. 2. Submitting Security Clearances: The Joint Personnel Adjudication System (JPAS) will be used to verify security clearances of the contractor visitors. Please have the company security official send visit request(s) through JPAS using ESC/HSB's SMO Code OD1MF1FN6 (the first digit is the letter O). For planning purposes, all JPAS submissions must be send to ESC-HSB via JPAS by 7 duty days prior to the anticipanted reivew session. Contact Mr. Mike Downey ( downeym@stratcom.mil ) to schedule review time(s). Contact Mr. Rob Leffler ( lefflerj@stratcom.mil ) for JPAS questions. --------------------------------------------------------------------------------- The DRAFT REQUEST FOR PROPOSAL (RFP) for the Automated Quality Review and Analysis Software (AQRASS contract is attached. The primary purpose of this posting is to provide potential offerors the opportunity to review the draft documents, to determine whether their company will participate in the acquisition, and to provide industry an opportunity to submit questions and comments. Should this posting generate questions, SUBMIT ALL QUESTIONS BY E-MAIL to both Ms. Cynthia Waller, cynthia.waller@offutt.af.mil and Ms. Cheryl Haun, cheryl.haun@offutt.af.mil. Responses will not be provided on an individual basis. The Contracting Officer will determine those questions meriting a response. If needed, questions and answers (Q&A) will be posted on Federal Business Opportunities website so that all offerors will be provided the same information at the same time. See DRAFT RFP uploaded. The response date for Industry Comments is 1 Dec 2011, 4:00 PM Central Time. After close of the Response Date and the Q&As are posted to FedBizOps, a synopsis will be post with the anticipated release date of the RFP.
