- W15QKN-12-R-A018 FedBizOpps notice Date: 2012 June 05 Description: The U.S. Army Contracting Command-New Jersey Picatinny (ACC-NJ), Picatinny Arsenal, NJ intends to issue a solicitation for the Load Assemble and Pack (LAP) of Modular Artillery Charge System (MACS) increments for the M231 and M232A1 Propelling Charges to support the FY11-FY15 production quantities. The MACS meets the Army's requirement for 155mm artillery Propelling Charges to be used in all existing 155mm artillery weapon systems. The MACS is compatible with all existing 155mm artillery systems and is compliant with the Joint Ballistic Memorandum of Understanding (JBMOU). The MACS are two different Propelling Charges (the low zone M231 and the high zone M232A1) which provide a complete zoning solution for the 155mm artillery applications by using multiples of the basic modules. The LAP effort involves the final assembly of the Propelling Charge from its components, packing into the shipping containers and transportation to various facilities for subsequent testing. The Government intends to award Firm Fixed Priced, Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) delivery order contracts (up to two), with 4 ordering periods (Government Fiscal Years 12 to 15) by competitive, Lowest Price Technically Acceptable (LPTA) procedures. Each contract will comprise 4 Ordering Periods within FY12-FY15 with a minimum contract amount available of $250,000 for each contract awarded. The Maximum Contract Amount (all contracts combined) available to all contractors who receive an award is $37.5 million. Any offeror receiving an award will be guaranteed $250,000 worth of effort. The Offeror must possess the skills and facilities to fabricate and deliver the above components. Potential candidates must possess unique contractor skills and technologies required from the LAP effort, which include a trained workforce that can safely handle and store various energetic components and prepare them for their intended use and have the necessary production machinery. Competition is limited to United States and Canadian sources. The Technical Data Package (TDP) is available for the acquisition. The MACS TDP has been labeled as Distribution Statement F: Further dissemination only as directed by SFAE-AMO-CAS, Picatinny Arsenal, NJ, 07806-5000, or higher DoD authority. Reproduction requires approval of originator, SFAE-AMO-CAS, Picatinny Arsenal, NJ, 07806-5000 or higher DoD authority. As such, interested companies will be required to return the TDP when requested by the Government. Interested companies may request the MACS TDP by completing and submitting the AMSTA-AR-1350 to the POC listed below.
