- Applanix Statement of Work The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) and the Strategic Sourcing Acquisition Division (SSAD) on the behalf of the National Ocean Service (NOS) National Geodetic Survey (NGS) intends to award on a sole source basis with Applanix Corporation using the procedures in FAR Parts 6 and 13. The National Geodetic Survey has a requirement to purchase software Maintenance for Extended POSPac GNSS Aided Inertial w/SmartBase Tool Sets, Photogrammetry Tool Sets, DSS Tool Sets, Rapid Ortho ImageView Tool Sets, POSTtrack 510 V5 and FCS Systems, INPHO, OrthoBox and OrthoVista Software as detailed in the attached Statement of Work titled, ‘Applanix Corporation Support, Maintenance, Upgrade and Licensing of Software and Hardware Components'. The Period of Performance shall be for continued services through December 31, 2013. The Applanix Corporation is the only party known to NOAA who can meet these requirements since they are the manufacturer of the POSPac hydrographic survey package for marine positioning, which is an industry standard for marine surveying, positioning, and navigation. The statutory authority for other than full and open competition is 41 USC 253(c) (1) as implemented by FAR 6.302-1,Only One Responsible Source. The North American Industry Classification Code (NAICS) for this acquisition is 334511. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by SSAD. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. Capability statements and related materials must be e-mailed to shirley.l.johnson@noaa.gov no later than 12 Noon (EST) Tuesday, June 26, 2012. Award will be made using FAR 13, Simplified acquisition procedures, current through FAC 2005-58. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Reference NCNL3000-12-02362 for this requirement. Award will be made on a firm fixed price to the vendor who offers the lowest cost capable of meeting all of the requirements. The determination to compete or not to compete the proposed order based upon responses to this notice is solely within the discretion of the Government.
