Description
NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), National Personal Protective Technology Laboratory, hereby announces its intent to issue a purchase order to SFP Services, Ltd to procure four (4) SFP Services Type 1250 Sodium Flame Photometers. Purpose and Objective: The purpose of this action is to purchase a sodium flame photometer that will be used to measure the NaCl aerosol concentration in the new NaCl/SF6 TIL chamber at the NIOSH Morgantown site. The specified sodium flame photometer conforms to the requirements of the ISO TIL Standard, 16900-1. This sodium flame photometer was designed to comply with BSI and CEN standards, giving particulate penetration / efficiencies of respirator cartridges, air filter elements and materials, in laboratory or production environments. Description. The Detector consisting of a sample / flame tube, photomultiplier [PMT] and housing as well as neutral density filters in a housing. The electrics take the signal from the PMT and amplify it to the panel meter. Principle of Operation. The photometer is initially set up using a high grade (HEPA) air filter, through which the vacuum pump pulls a 2 l / min sample of ambient air past the hydrogen flame to give a clean air reference point to the detector system, any sample of sodium chloride aerosol detected above this reference of 50 μA. can be related to the calibration graph. When Na Cl. is burnt it generates a specific sodium yellow with a wavelength of 589 nm. Between the flame and the PMT are neutral density filters [NDF's], these are darken glass slides of known value, and an interference filter allowing only the sodium wavelength to pass. The N.D.F.'s are used to prevent an overload of the PMT when higher concentrations of Na Cl. are burnt and to keep the meter reading on scale. For aerosol concentrations up to approx 0,13mg/m³ the response is linear, above this level there is some light absorption by the flame, hence the curve on the calibration graph. The interference filter dedicates the photometer to sodium light therefore any other substances that do not burn with a sodium light, are ignored in the final analysis of the penetration / efficiency of the test device. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written item description/item characteristics and pricing information in the format they choose, not to exceed 10 pages. Please forward the item description and pricing information to Margaret L. Mooney, CDC NIOSH, 626 Cochrans Mill Road, Pittsburgh, PA 15236, Reference 2012-Q-14638. All vendors must be registered in the Central Contractor Registry (CCR) prior to an award of a federal contract. The website is: www.ccr.gov. The Government will review any/all item descriptions and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with SFP Services, Ltd., Unit 12, Sea Vixen Industrial Estate, Wilverley Road, Christchurch, Dorset BH23 3RU as the only source and a purchase order will be issued without any additional notices being posted.
