- NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to procure Intensive Arabic Language and Cultural Study programs in Oman for the United States Naval Academy (USNA), Annapolis, MD. The proposed procurement is being processed on an other than full and open competitive basis with the Center for International Learning (CIL) pursuant to FAR 6.302-1, One Source. The proposed action will result in a firm fixed price purchase order. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all proposals received within seven days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, responses should be submitted in writing to NAVSUP FLC Norfolk Contracting Department, Philadelphia Office, Attn: Christine Shockley, 700 Robbins Ave., Bldg. 2B, Philadelphia, PA 19111 or via e-mail to Christine.Shockley@navy.mil. Numbered Note 22 applies. Justification: The main requirement is for the institution to provide an educational cultural experience that truly immerses the students in the program. Many institutions were considered but security concerns for the Academy students increased after the uprisings began. The ability to use previous vendors is compromised due to the fact that these vendors are unable to satisfy the stringent security guidelines established by the DOD and the State Department. For safety and security reasons, it is imperative for the Naval Academy to use an institution that has hosted and is currently hosting American students. Another issue was finding an institution that could satisfy the training requirements within the specific time frame. The required dates for these summer programs are inflexible and non-negotiable because students at the Naval Academy have a very short window of time to complete summer training requirements. Majority of the programs offered in the Arab World could not meet the time frames the Academy requested. The immersion program is a key requirement to the overall effectiveness of the program. As part of the program, CIL allows students to live with host-families and learn firsthand about the Arabic culture and Omani society. The ability and necessity to live with host families is a key component of the immersion program. The Academy students are fully exposed to the language and culture. Due to the security concerns in the area, the CIL host families have been previously vetted by the State Department and offer a safe and secure environment for the students. Based upon the market research performed by the Academy, no other vendor besides CIL has the ability to provide the security, a previously State Department approved host family, and the ability to provide these elements in the time frame required for the study to commence this summer.
