- JOFOC Rockwell, 6/5/2012 Sources Sought - Provide Rockwell Collins URG III HF Radio System for Equipment Purchase, Install, Repair Services & System Maintenance Notice of Sources Sought: The Federal Emergency Management Agency (FEMA), located in Mt. Weather, VA is seeking qualified contractors for the purchase, installation, repair and maintenance services of the Rockwell Collins URG III Radio System for locations within CONUS and its US Territories and Possessions. This is not a solicitation or announcement of a solicitation. This is a "Sources Sought" action only. The purpose of this "sources sought" is to gain knowledge of potential qualified sources for this requirement. Description of work to be performed: The Government intends to issue a sole source IDIQ, Firm-Fixed Price Contract to Rockwell Collins, Inc. for the purchase, installation, repair and on-site maintenance services of the URG III radio system and related components. Pricing for this acquisition shall include costs for equipment (hardware & software), labor, equipment repairs and on- site maintenance services. The anticipated period of performance is a one year base period from date of award, with two, 12 month option periods. A copy of the Justification for Other Than Full and Open Competition associated with this acquisition is attached as part of this synopsis. The applicable NAICS Codes is 334220. Information Sought: Contractors having the ability to provide these services and supplies shall provide clear and comprehensive information supporting their statement that the services and related equipment is of the exact make and model of the current FEMA HF Radio System or that the contractors' proposed equipment is compatible with the existing system. Prospective contractors must provide all equipment hardware & software specifications, product literature and related product information in order for the Government personnel to properly evaluate equipment compatibility. The current radio system for the FEMA National Radio System (FNARS) was installed during the period of July, 2008 through July, 2011. The salient specifications of the existing URG III radio system consists primarily of the following equipment: Model No. RT-2200 receiver/exciter, Model No. PR-2025 Pre-Post Selector, Model No. PA-2200 Audio Panel, System Software, fiber optic interface, all electrical, lightning and voltage protection devices required for the radio system and cabinet cabling. In addition, contractor personnel must be certified representatives to install, repair, and perform testing of the Rockwell Collins URG III radio system or the compatible manufacturer's radio system. Responses to this Source Sought Synopsis should not exceed 5 typed pages (on 8 ½ x 11 sheets) and should clearly identify whether the contractor's proposed equipment is compatible with the existing Rockwell Collins equipment and the contractor possesses the ability to maintain the equipment and provide necessary spare parts when required. Responses are due by Tuesday, 3:00 PM Eastern Time on June 19, 2012, and shall be sent by e-mail to the address indicated above. This notice is for information and planning purposes only and does not commit the Government to any contractual agreement. This is not a request for proposals. The Government does not intend to award a contract based on responses under this announcement nor otherwise pay for preparing any information sent or the Government's use of the information.
