Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or request for quotes and no contract or purchase order will be awarded from this notice. There is no solicitation, specifications or drawings available at this time. Military Sealift Command Norfolk is seeking eligible businesses that can provide two (2) Ship Separator camel frames that meet the following specifications: 1.0 ABSTRACT: This item describes the design and construction of two (2) "SHIP SEPARATOR" camel frames to provide adequate stand-off distance from USS PONCE's hull during alongside mooring operations. 3.0 ITEM LOCATION AND DESCRIPTION: 3.1 Locations/Quantity 3.1.1 Locations: Alongside Vessel 3.2 Item Description/Manufacturer's Data 3.2.1 Contractor is to design and build two (2) camel frames similar to that of MARITIME INTERNATIONAL Inc.'s "DDG - SHIP SEPARATOR". 3.2.2 Required Dimensions (Approximate): 3.2.2.1 31 feet long. 3.2.2.2 17 feet wide (when GFE fenders installed). 3.2.2.3 5 feet tall (frame height). 3.2.3 All material/construction/inspection specifications are to be engineered by the contractor; 4.0 GOVERNMENT FURNISHED EQUIPMENT/MATERIALS/SERVICES 4.1 Government Furnished Equipment (GFE): 4.1.1 Eight (8) 6' x 12' Foam Filled Fenders, SEWARD INTERNATIONAL INC. "SEA GUARD". 4.1.1.1 Fenders will not be delivered to contractor. 4.2 Government Furnished Material (GFM): None 4.3 Government Furnished Services (GFS): None 4.4 Government Furnished Information (GFI): None 5.0 NOTES: 5.1 The contractor and subcontractors must consult Military Sealift Command's General Technical Requirements, (GTR's), to determine applicability to this work item. The contractor and all subcontractors regardless of tier must comply with the requirements all applicable GTR requirements. 5.2 Materials not listed as Government Furnished (GFM) shall be furnished by the Contractor. The Contractor shall provide all labor and material required to accomplish this work. 5.3 Minor deviations from the drawings are authorized if appearance, function and strength are not impaired. 5.4 Submit Request for Deviation (RFD) to the MSC Representative for approval for any areas that appearance, function and strength are impaired. 6.0 QUALITY ASSURANCE REQUIREMENTS: None Additional 7.0 STATEMENT OF WORK REQUIRED: 7.1 Arrangements/Outfitting: 7.1.1 The eight (8) fenders will NOT be shipped to the contractor. All design and construction must be completed without having designated fenders onsite. 7.1.2 Contractor is to provide all jewelry for attaching fenders. 7.1.3 The camel frames will be shipped to MSC Norfolk warehouse. 7.1.4 Handrails must be removable and/or stow away flat on the deck of the camel so not it interfere with staking of the camel frames. 7.1.5 The contractor is to install one (1) cleat on each corner of camel that will receive one 3" Nylon line each, from a vessel displacing 450 LT. 7.1.6 The contractor is to design and install a chain bridal on each end of camel frame. This is to be no more than 10 ft long and of a suitable size to withstand towing of both camels in series. The bridal is to connect to the camel frame with shackles. One additional shackle is to be added to the center link of each bridal chain. 7.2 Structural: 7.2.1 Contractor is to design and build two (2) camels (frames) 5 feet x 17 feet wide and 31 feet long (overall width including fenders, GFM). Camel frames shall be designed to accommodate mooring of a typical USN Patrol Craft or MCM vessel alongside USS Ponce (LPD-15). 7.2.1.1 Design shall utilize truss framework and buoyancy tanks. All tubular members shall be filled with closed cell polyurethane foam. 7.2.1.2 Contractor to provide fiberglass grating decking the full width and length of camel truss, securely fastened to the camel frames. 7.2.1.3 Design shall incorporate fender backing plates lined UHMW-PE. 7.2.1.4 Contractor is to design and construct means to lift camel (with fenders removed) with a forklift from the midpoint, similar to that of a 20' shipping container. 7.2.1.5 Contractor is to design and construct means of the camel frames (with fenders removed) to be stacked a top one another. 7.2.1.6 The contractor is to design and install eight (8) pad eyes (four (4) per camel), two (2) on each end of the camel frame on the upper outer corners to receive the tow bridals as described in 7.1.6 above. 7.3 Mechanical/Fluids: None Additional 7.4 Electrical: None Additional 7.5 Electronics: None Additional. 7.6 Preparation of Drawings/Documents: 7.6.1 Guidance drawings-None 7.6.2 Working drawings-None 7.6.3 Redline drawings-None 7.6.4 As-built drawings 7.6.4.1 Contractor shall provide as-built drawings. As-builts shall be provided in AutoCAD 2004 and PDF (electronic format). 7.6.4.2 As-builts shall be provided to MSCREP and MSC Tech Library: 9276 3rd Ave., Bldg LP-26 Norfolk, VA 23511 7.7 Inspection/Test: None Additional 7.8 Painting: 7.8.1 Entire structure shall be primed and painted using a marine grade epoxy/polyurethane paint system. 7.9 Marking 7.9.1 Lifting points are to be clearly marked and labeled. 7.10 Manufacturer's Representative: None additional GENERAL REQUIREMENTS: none additional All Small businesses, Service-Disabled Veteran-Owned Small Business, Certified HUBZone and Certified 8(a) Small Businesses are encouraged to respond. The Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest. This office anticipated award of a contract no later than 27 June 2012. The appropriate NAICS Code is 332312. THIS IS NOT A REQUEST FOR QUOTE OR PROPOSAL. It is a market research tool used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. It is requested that interested small businesses submit to the contracting office a brief capabilities package demonstrating ability to provide the requested items. This document shall address, as a minimum the following: (1) Company Profile to include number of employees, office location(s), DUNS number, CAGE Code and a statement regarding small business designation and status; Submission of a capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring requirement to be consistent with industry.
