Description
Correction/Replacement as follows: NAVSUP Weapons System Support, Mechanicsburg PA announces its intention to procure on a competitive basis the on-site systems analysis, engineering, integration, migration and logistical services to provide support the Commander Naval Air Force U.S. Pacific Fleet (COMNAVAIRPAC) Force Information Systems Division, San Diego, CA. The results of this Sources Sought will be utilized to determine if any Small Business Set-Aside opportunities exist. All Small Business Set-Aside categories will be considered. Furthermore, this market research tool is being used to identify potential and eligible firms, of all sizes, prior to determining the method of acquisition and issuance of a Solicitation. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND Director C5I (N6) provides superior Information Technology (IT, Information Systems (IS and Command, Control, Communications, Computers, Combat System and Intelligence (C5I) systems support to the commander, Naval Air Forces U.S. Pacific Fleet (CNAP) headquarters and subordinate commands. Ensure CNAP activities are properly manned, trained, equipped and maintained to meet operational requirements through active coordination with geographic and numbered fleet commanders, Systems Commands, Program Executive Offices/Program Managers, Navy Cyber Forces Command, Naval Network Warfare Command, Carrier Strike Group staffs, internal CNAP staff codes and subordinate staffs/commands. Established, executes and enforces policies, provides services and oversight to; support fleet IT/IS/C5I requirements development; conducts operations; provides security; and ensures life cycle support to maintain a secure and reliable communication/computing environment, which supports CNAP s worldwide mission. This requirement is a follow-on procurement to FSS GS-10F-4381G Task Order N00104-10-F-Q010 currently being performed by Computer Sciences Corporation (CSC). The existing contract is Firm Fixed Price Type issued under FAR Part 8. This contract is due to expire 30 September 2012. REQUIRED CAPABILITIES The contractor shall provide on-site systems analysis, engineering integration, migration and logistical support services to assist COMNAVAIRPAC Force Information Systems Division in the implementation of the Navy standard Integrated Shipboard Network System (ISNS), Consolidated Afloat Network and Enterprise Services (CANES), Navy Marine Corps Intranet (NMCI), Next Generation Network (NGEN) and One-Net (OCONUS) networks. It includes analysis and acquisition support of hardware and software integration and migration support services for deployable squadrons, management and network solution analysis. Further detail is provided in the draft Performance Work Statement (PWS) attached to this announcement. These requirements are continuous and ongoing and therefore, a contiguous work force is mandatory. A DD Form 254 Contract Security Classification Specification shall apply to this requirement and the prime contractor shall have or demonstrate ability to obtain Secret Facility and Safeguarding Clearances. ELIGIBILITY The applicable NAICS Code for this requirement is 541512 with a Small Business Size threshold of $25.0 Million. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT) A draft Performance Based Statement (PWS), draft Labor Effort, and draft Personnel Qualifications Description are attached for review. Interested parties are requested to submit a capabilities statement of no more than fifteen(15) pages in length. This documentation must address at a minimum the following items: 1.) What type of work has your company performed in the past in support of the same or similar requirement? 2.) Can or has your company managed a task of this nature? If so, please provide details. 3.) Can or has your company managed a team of subcontractors before? If so, provide details. 4.) What specific technical skills does your company possess which ensure capability to perform the tasks? 5.) Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance. Provide an explanation of your company s ability to perform at least 50% of the tasking described in this PWS for the base period as well as the option periods. 6.) Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, DUNs number, etc. 7.) Respondents to this notice also must indicate whether they qualify as a Small, Small Disadvantaged, Women-Owned, Hub Zone, or Service Disabled Veteran-Owned Small Business Concern. 8.) Include in your response your ability to meet the requirements in the Facility and Safeguarding, and PII requirements. The estimated period of performance consists of a base year with a possibility of 4 one year options with performance commencing in October 2012. Specifics regarding the number of option periods will be provided in the solicitation. The contract type is anticipated to be Firm Fixed Price. Upon evaluation of the capability statements, if it is determined that this requirement will be an unrestricted competition, the Government intends to evaluate the Small-Business responses and conduct further market research to identify a subcontracting goal. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Jodi Knapp, in either Microsoft Word or Portable Document Format (PDF), via email at jodi.knapp@navy.mil. Any questions may be submitted prior to COB 8 June, 2012. The deadline for response to this request is COB, 12 June 2012. Note: The attached RFI document contains the Vendors Past Performance sheet. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
