- This will be an UNRESTRICTED procurement. All qualified business concerns may submit offers. Offers from large business firms must comply with FAR 19.7 and FAR Clause 52.219-9 regarding the requirement for submission of a subcontracting plan. The U.S. Army Corps of Engineers FY 12 subcontracting goals are for specified percentages of the contractor's total planned subcontracting amount to be placed with the following: Small Business 50.0%; Small Disadvantaged Business 17.0%; Woman Owned Small Business 18.0%; HUBZONE Small Business 10.0%; and Service Disabled Veteran Owned Small Business 4.0%. The work consists of furnishing one fully crewed and equipped hydraulic pipeline cutterhead dredge, with a dredge discharge size not less than 27 inches inside diameter (ID) nor greater than 30 inches (ID) complete in all respects, including attendant plant and crew on a rental basis for the removal and satisfactory disposal of shoal material in the Atchafalaya River Bay, Bar, and Horseshoe Channels and vicinity. Work may be required in other areas of the New Orleans District.' NAICS: 237990. Work is estimated to cost between $5,000,000.00 and $10,000,000.00. IFB will be issued on or about June 20, 2012, with a bid opening date to be issued by amendment. Actual issue date will be shown when the solicitation is issued.
