- This announcement is for information only. The Syracuse VA Medical Center intends to award a contract for Architect/Engineer (A/E) Design Services, under NAICS code 541310, to provide design services for the "Police Station Renovation". The Medical Center will use the short selection process defined in FAR 36.602-5 (a). As such, VA intends to evaluate the technical qualifications of all A/E firms on file who have responded to competitive solicitations over the past 12 months and identify the three most highly qualified to perform this work. The geographic range being considered for this selection is 150 miles from 800 Irving Avenue, Syracuse NY 13210. Only firms on file within that range will be considered. Existing information on file indicates that the only potential socio-economic set-aside within this geographic radius is 100% small business set-aside. If evidence of two service-disabled veteran-owned small businesses (SDVOSB) or veteran-owned small businesses (VOSB) can be identified, however, a set-aside to these socio-economic categories will be considered. SDVOSB and VOSB firms must be verified in VetBiz (www.vetbiz.gov) to receive consideration. Firms wishing to be considered who are within the 150 mile radius, but have not submitted a technical qualifications package within the past 12 calendar months may submit a package to the attention of Cheryl Brimmer, Contract Specialist, Bath VA Medical Center, 76 Veterans Avenue, Bath, NY 14810 or cheryl.brimmer@va.gov. Firms who have previously submitted qualifications need not resubmit. Small Business firms, including SDVOSB and VOSB A/E firms, with a working office within a 150 mile radius of 800 Irving Avenue, Syracuse New York 13210 are encouraged to submit Standard Form (SF)330's for consideration, listing qualifications. SF 330's must be received at the Bath VA Medical Center by close of business, June 12, 2012. The preferred method of submission would be electronic submission to cheryl.brimmer@va.gov. SUMMARY The A/E shall provide complete design services (preliminary concepts and layouts, program development, investigative services, preparation of contract drawings and specifications, cost estimating services, and construction period services) for project VA-528A7-12-708, "Police Station Renovation" as listed in the Scope of Work. The project location is the VA Medical Center, 800 Irving Avenue, Syracuse, NY. The Statement of Work includes, but is not limited to: The design work is at the Syracuse VA Medical Center, First floor existing VA Police space and will include demolition of the majority of existing walls, electric, lighting, ceiling, floor tile, asbestos mastic/ pipe insulation abatement, mechanical equipment, ductwork, and plumbing for the current area, followed by renovations for a new VA Security suite of approximately 4000 sf, which will design and renovate the existing police and other service areas to consolidate ID Section, Leadership Officers, separate Evidence and Armory Storage and increase the Dispatch and separate Operations Control Center space to make it functional and compliant with VA directive 0730 and current VA Space Planning criteria. This project design will also provide adequate locker/changing/bathroom areas for male and female officers per VACO guidelines, an officer break room and will reconfigure the Veteran Service Waiting room for a more functional usage of patient waiting and check-in. The entire project is inclusive of new HVAC, Controls, Electrical, Plumbing, and Sprinkler systems along with all necessary cabling and equipment for voice, data, security, and alarm services. This posting is both a Special Announcement of our intent to procure services, as well as a Sources Sought Announcement with the intention to identify VOSB or SDVOSB within the stated geographic limitation who are willing and able to perform the work described.
