Description
The purpose of this ammendment to the original sysnopsis is to provide a draft copy of the Scope of Work (SOW) and to announce the schedule site visit on 11 June 2012 at 11:00. The site visit address for the Dispatch Center is 22 Aizputes Street, Kuldiga, LV 3301. The local POC is Gunita Migliniece, Office Phone: 00 371 6733 5455, Cell phone: 00 371 2611 3331, gunita.migliniece@eucom.mil. Statement of Work 1. GENERAL REQUIREMENTS 1.1. The Request for Proposal (RFP) provides parameters for a project for construction of facility renovations in Kurzeme, Latvia. The Contractor shall deliver fully functional, turnkey type facilities as described in this document and attached drawings. The work includes but is not limited to fabrication, delivery, installation, construction, and site work. The Contractor shall provide to the Contracting Officer and the Corps of Engineers, all shop drawings as well as calculations with permits and permissions. 1.2. All facilities shall be constructed in accordance with current Latvian building standards and building codes and as described in these documents. In case of the absence of Latvian standards, EN standards shall be used. Should the contractor desire to use any standards other than Latvian and EN, documents must be submitted to the contracting officer for review and approval prior usage 1.3. Materials shall be the standard products of a manufacturer regularly engaged in the manufacture of the products. To the greatest extent possible, all material shall be of a type and manufacture that is readily available in the local market. 1.4. The Contractor's design and construction must comply with technical requirements contained herein. The Contractor shall provide construction using the best blend of cost, construction efficiency, system durability, ease of maintenance and environmental compatibility. 1.5. These design and product requirements are minimum requisites. The Contractor is encouraged to propose alternate design or materials that are more commonly used in the region; will be equally or more cost effective or allow for more timely completion durability, ease of maintenance and environmental compatibility. The Contractor will be required to submit information as requested by the Contracting Officer to make a comparison of the proposed alternate. All variations must be approved by the Contracting Officer. 1.6. Compliance with the provisions of this section by subcontractors will be the responsibility of the Contractor. 1.7. While this RFP references EN standards and specifications, all design documents are to meet Latvian building code requirements. Where specific standards are not indicated, the designer shall determine the required material and execution standards. Any material installed that does not meet the requirements of this RFP shall be removed and replaced with material that meet RFP requirements at the Contractor's expense. 1.8. The contractor shall develop and/or assist the State Emergency Medical Service officers to prepare all documents required IAW Latvian Construction Laws and Regulations in order to put the building into operation and receive all approvals from government construction committees upon starting and completion of the renovation/new construction. 2. Exterior Gift Sign Provide a gift sign approximately 0.9 wide x 0.6 meter high and fabricated with powder indicated below (will not accept vinyl adhesive apply letters). Sign location and mounting height to be coordinated by COR.
