Description
This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors of an upcoming solicitation that will be solicited on an unrestricted basis with full and open competition. The Job Order Contract (JOC) will provide for all labor, material, equipment, and other incidental work required to perform renovation, repair, maintenance, replacement, alteration, demolition, and NAVFAC construction categories II, III, and IV services on a requirements basis at locations serviced by Naval Facilities Engineering Command Europe Africa and Southwest Asia (NAVFAC EURAFSWA), Naval Support Activity (NSA) Souda Bay Crete, Greece. There will be a minimum guarantee of $50,000 provided on award of this contract. The contract duration consists of a one-year base period and four (4) one-year option periods for a maximum quantity of sixty (60) months, or a total aggregate maximum of $30,000,000 for all JOC task orders, whichever comes first. There is no yearly limit except for the Not-To-Exceed (NTE) of five (5) years or $30,000,000. Options will be awarded at the sole discretion of the Government. The basic contract line item will be a pre-established price coefficient. R.S. MEANS cost workbooks are the basis for pricing task orders under this contract. The Contracting Officer, on a firm fixed-price basis, will award task orders with a task order minimum of $2,000 and a task order maximum of $3,000,000. However, task orders under or over these amounts may be considered if deemed to be in the Government ™s best interest and approved by the NAVFAC EURAFSWA Chief of Contracts Office. The procurement method will be contracting by negotiation, best value source selection. The solicitation utilizes source selection procedures, which require offerors to submit a technical proposal, past performance, and price proposal for evaluation by the Government. The NAICS Code for this procurement is 236220. This contract will replace a contract for similar services with a contract number of N33191-08-D-0203, which has a maximum value of ‚¬20,000,000.00 over the five-year life of the contract. The incumbent contractor is Tsontos S.A. of Chania, Crete. The Request for Proposal (RFP) will be posted on or about 22 June 2012 to the Navy Electronic Commerce Online (NECO) website. Access to the solicitation is at https://www.neco.navy.mil/ In accordance with FAR 52.204-7 Central Contractor Registration (Oct 2003) offerors must be registered in the Central Contractor Registration (CCR) database. Lack of registration in the CCR database will make an offeror ineligible for award.
