Description
The U.S Department of State Office if Overseas Building Operations (OBO) intends to award a Fixed Price, Indefinite Delivery, Indefinite Quantity (IDIQ) for installation of technical security systems (i.e. including alarm, door control, Closed Circuit Television (CCTV), public address, x-ray, metal detection, explosive detection and intercom systems) at Department of State diplomatic missions, embassies and consulates worldwide. The government intends to solicit the requirement as a Total Small Business Set-Aside using acquisition procedures outline in FAR Part 15. Due to time constraints, the offeror shall have a Top Secret Security Clearance or Interim Top Secret Security Facility Clearance at the time of proposal submission. Firms must also have the capability of providing DSS Safeguarding and the capability of providing a DSS approved classified computer system. The Government intends to award up to 4 contracts to responsible offerors whose proposals conform to the requirement of the solicitation and are evaluated as being the Best Value to the Government, cost or price and other factors considered. The proposed performance period shall be one (1) base year and one four (4) one year option periods (which shall be exercised at the sole discretion of the Government). The North American Industry Classification (NAICS) code for this procurement is 561621 Security Systems Services (except Locksmiths) and the small business size standard is $12.5M. The solicitation will be issued on or about June 20, 2012. All prospective offerors must be registered in the Central Contractor Registration (CCR) in order to eligible for award. Offerors shall check www.FBO.gov daily to keep abreast of all updates (amendments) concerning this requirement. IN ORDER TO BE CONSIDERED FOR AWARD OF THIS CONTRACT, interested offerors must possess a Defense Security Service (DSS) Final Secret, Interim Top Secret or Final Top Secret facility clearance (FCL) with Secret safeguarding capability, issued in accordance with the National Industrial Security Program Operating Manual (NISPOM), DoD 5220.22-M. All entities comprising a joint venture for this effort must already possess an FCL, as well as the joint venture. At least two contracts will be awarded to firms possessing Top Secret FCLs, and one or more firms with Final Secret FCLs may be selected for additional awards. Offerors must submit their appropriate Commercial and Government Entity (CAGE) Code with the required qualification documentation. The offeror selected for contract award must also possess or obtain an Information System (IS) or standalone computer, approved by DSS, for processing classified information. Performance on this contract will require access to the Department’s ProjNet-C, for receipt and transmission of all classified information, and a DSS approved classified IS for processing classified information. Selected firms (or selected joint ventures comprised of entities cleared at the Secret level) will be sponsored for a TS FCL. possessing a Final Secret FCL will be sponsored by Department of State for an FCL upgrade to the Top Secret level. Sponsorship does not guarantee that the firm will receive the upgraded clearance. A period of 60 days from the date of selection for award will be allowed for the Secret cleared firm to obtain an Interim Top Secret FCL. After this period, the Government may, at its discretion, consider not awarding the contract to the selected offeror. Due to performance time constraints, the Government will not delay award of contracts to selected firms already in possession of Interim and Final Top Secret FCLs. Personnel performing administrative and management functions relating to this contract must possess Secret clearances, personnel performing at overseas locations must possess Top Secret clearances and be eligible for COMSEC/crypto access.
