- Mission and Installation Contracting Command-Fort McCoy intends to award a contract for locksmith parts to Stanley Security Solutions, Inc. on a sole source basis under the authority of FAR 13.501(a)(1)(ii)-Sole Source to Stanley Security Solutions, Inc., 6161 E. 75th Street, Indianapolis, IN 46250. Locksmith parts needed; 1C7TC2-626-Standard Core, Pinned to PW1, 1C7TC2-626-Standard Core, Pinned to PW2, 1C7TC1-626-Standard Core, Uncombinated. This action is being procured in accordance with FAR Part 12-Commerical, utilizing the procedures from FAR Part 13-Simplified Acquisition Procedures (SAP). Background: Fort McCoy Installation converted to the Stanley Security Solutions A3 system in about 1992. Since then, every piece of lock hardware has been specified to be compatible with this system. In 2007, the Government identified that the original keying system is outdated, and is no longer supported by the company. At that time, the Government slowly began implementing the transition to the new A2 system, which utilized the existing hardware and software, while upgrading to a new keyway. The Government is currently at about 80% complete with the upgrade and this contract will complete the transition. Once complete, the Government will have drastically improved the level of security, by substantially lowering the risk of the unauthorized duplication of Fort McCoy keys. The uncombinated core requirement could be supplied by another vendor, but that would require splitting the requirement into two contracts. The combinated cores have to be supplied by Stanley Security Solutions, because the codes required to pin them are proprietary. Due to physical security, Stanley Security Solutions will not release these codes to anyone but the Installation Locksmiths. In order to expedite the implementation of the change out of cores, the Government is requiring the vendor to pin many of the cores, in lieu of the Locksmiths having to do it, which would cost the Government additional labor time. **Location of Delivery: Fort McCoy, WI Interested parties my may submit a capabilities statement, proposal or quotation which shall be considered by the Government to the identified point of contact no later than 22 June 2012-0800 AM CST. Such capabilities will be evaluated solely on determining whether or not to compete this proposed effort on a full and open competition basis upon responses of this notice, is solely with the discretion of the Government.
