- This requirement is sole source procurement. The Uniformed Services University of the Health Sciences (USUHS), located on the Naval Support Activity (NSA) in Bethesda, MD intends to negotiate on a sole source basis a firm-fixed price contract with the National Academies, Institute of Medicine, Washington, DC to support the Institute of Medicine Global Forum on Innovation in Health Professional Education. This order is being procured in accordance with FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures) incorporating provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-59, effective May 15, 2012. The statutory authority permitting this award without providing for full and open competition is U.S. Code Title 10, Subtitle A, Part III, Chapter 104, §2113(g)(1)(E), "The Secretary of Defense is authorized to enter into agreements with....., or with any other nonprofit entity, under which scientists or other personnel of the Foundation or other entity may be utilized by the University for the purpose of enhancing the activities of the University in education, research, and technological applications of knowledge." The National Academies is a private, independent, non-profit institution that provides science, technology and health policy advice under a congressional charter. Therefore, USUHS is authorized to enter into an agreement with the National Academies on a sole source basis. In additional, FAR Part 13.106-1(b)(1)(i), for purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The National Academies is sponsoring a Forum that was established to focus on the globalization of healthcare and the need to better integrate health professional education with primary care, healthcare delivery and community and public health. The Forum is an appointed group of educational experts drawn from multiple government agencies, industry, professional associations, universities, and foundations. The Forum sponsors two two-day workshops per year to inform the members of the Forum on innovations in health professional education. USUHS will help determine the agenda for the work of the Forum and participate in the workshop discussions that the Forum sponsors. All responsible sources may submit an offer which will be considered by the Government. Responsible sources interested in responding to this requirement must be able to provide the corporate experience and past performance establishing interprofessional collaboration promoting patient centered, wellness-focused healthcare. This is not a request for quotes and a solicitation package will not be issued. A determination by the government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
