Description
E1 Contractor Inspection Responsibilities REQUEST FOR INFORMATION (RFI) Defense Logistics Agency (DLA) Energy, the agency charged with supplying the energy needs of the Department of Defense and other Federal customers, is seeking industry comment on the attached language (Contractor Inspection Responsibilities) (SEE ATTACHMENT 1) which is included in soliciation/contracts issued by DLA Energy's Ground Fuels Division when soliciting offers for aviation fuels. Specifically, DLA Energy would like industry comments that address the following: •1) 1. The usefulness of the attached language. 2. Does the inclusion of this language in DLA Energy contracts increases supplier risk? If so, is this risk passed on to the government in the form of higher offer prices? 3. How does the attached language compare with the standard commercial terms and conditions included in commercial jet fuel supply contracts? 4. Does this language conflict with standard commercial practice? DLA Energy will use the information gained from this RFI to develop contract language that is more in line with standard commercial practices in an effort to increase its supplier base and lower over costs. If additional information is required please contact Dan Baker, Contract Specialist, at: Daniel.Baker@dla.mil. The deadline for comment is July 9, 2012. All of industry is encouraged to participate. A RFI does not constitute a Request for Quote (RFQ), Request for Proposal (RFP), Request for Bid (RFB) or a promise to issue an RFQ, RFP, or RFB in the future. This RFI shall not commit the U.S. Government to any promise or obligation (EX Contract/Purchase order/Delivery Order) concerning any supply or service related/unrelated to this RFI.
