Labor Category Descriptions (LCD) DD 254 Security Data Quality Assurance Surveillance Plan (QASP) draft Performance Work Statement NOTE: YOUR PROPOSAL IS NOT BEING REQUESTED AT THIS TIME. The purpose of this synopsis is to advertise the forthcoming RFP which shall be released through IT Solutions Shop (ITSS). The final solicitation will not be issued through FBO however, a draft Request for Proposal (RFP) has been attached for your review. You are warned that the terms in the final RFP may be different from the draft attached to this notice. You are responsible for submitting a proposal that responds to the final RFP being issued soon through (ITSS). The following information is being provided to assist you with ITSS technical support, should you need assistance: Technical Support and Registration Call: (877) 472-4877 Email: AASBS.helpdesk@gsa.gov We are not taking questions on the solicitation at this time. After release of the RFP in ITSS, you will have an specified number of days to submit questions to GSA. Vendor questions will be consolidated and answers will be compiled and provided in an amendment to the RFP. Description: The Quick Reaction & Battle Command Support Division (QRBCSD) of the Command and Control Directorate (C2D), U.S. Army Communications-Electronics Research Development & Engineering Center (CERDEC) supports a variety of tri-service Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) systems and systems integration programs. These programs incorporate all aspects of prototype systems integration, including engineering design, fabrication, systems assembly and installation, test and evaluation, logistics, fielding, and follow-on support. SCOPE The individual project requirements and duration of each effort assigned under this effort will include activities required to support a variety of prototyping, integration, testing, and fielding, and C4ISR technology insertion and related projects to include but not limited to the following: Engineering 3-dimensional (3D) modeling/Computer Aided Design (CAD) Virtual prototyping Fabrication Computer Aided Manufacturing (CAM) Installation Assembly Integration Technology insertion Testing Logistics Material acquisition Packaging and fielding See the RFP for additional details. PERIOD OF PERFORMANCE The period of performance (POP) for this task is a 1-yr (12-month) base. There are additional provisions to exercise options under the authority of FAR 52.217-9 for up to four additional 1-yr (12-month) options for a total possible period of performance of up to 5 years. There is also an extension of services clause 52.217-8 for up to an additional 180 days at the end of the performance period, should additional time be required by the government. You do not have to provide pricing for that additional extension but you are required to price the other options. TYPE OF PRICING Task Orders will be awarded against the basic IDIQ contract awards. Those task orders may be priced as either FFP or T&M. Labor rates will be therefore support either Firm Fixed Price (FFP) or Time and Material (T&M) Labor Hour pricing arrangements. The government has provided estimates for Labor hours combining estimates for FFP and T&M. The government has provided estimates for contractor site and government site labor hours (See Performance Work Statement (PWS) Section 5). The government has also provided estimates for Materials and Travel in Section B of the RFP. There are allowances for overtime and also the possibility for State Department allowance for workload outside the continental United States (OCONUS). The level of effort provided in the solicitation was developed for "each" of the two anticipated contract awards. NUMBER OF AWARDS The solicitation is unrestricted and is being solicited on the open market. Both small and large business may submit an offer. The government intends to award two Indefinite Delivery Indefinite Quantity (IDIQ) contracts in response to this solicitation but may award one or no contracts. In addition to competing for the basic IDIQ contract awards, the winning vendor(s) will have a fair opportunity to compete for the requirements after award of the basic IDIQs. Those quotes will be evaluated to determine the winning quote accepted for award of funded Task Orders. Note: This data is being summarized and taken from a draft version of the solicitation.
