Description
This is a HUB Zone set-aside source selection procurement. This procurement solicitation is with the intent to award a firm fixed price contract. The project is to provide transporting and handling of Government owned Fuel, Naval Distillate (F76) and Turbine Fuel, Aviation (JP5) to various points on the island of Guam as specified in the schedule. The work under the contract will generally provide labor, equipment to include pumps, fittings, hoses, positive displaced flow meter, and tank trucks/transport trailers necessary for the transporting and handling of Government owned Fuel, Naval Distillate (F76) and Turbine Fuel, Aviation (JP5) to various points on the island of Guam as specified in the schedule. The work shall also include quality control and surveillance requirements that are intended to ensure that the quality of the fuel is maintained and that it is safely and timely delivered to its destination. The Contractor shall meet all applicable requirements as per 33 Code of Federal Regulations, Parts 154 and 156 which can be located at http://www.gpo.gov/fdsys/. Contractor shall be liable for all fuel spills which occur as a result of Contractor negligence or faulty equipment. If a spill occurs off of Government property, the Contractor is responsible for fuel spill clean-up operations. The clean-up shall comply with current Environmental Protection Agency regulations. If a spill occurs on a Government facility, the Contractor shall take immediate steps to mitigate the spill and shall otherwise assist Government clean-up operations as directed by onsite Government personnel. The contractor will reimburse the Government for all costs incurred, i.e., labor costs, material costs and service charges associated with oil spill clean-up efforts in the event Government resources are used either to clean, assist, or monitor clean-up operations. This reimbursement requirement also applies in cases where the Government chooses to participate in a clean-up for a spill which occurs off of a Government facility. In addition, the CONTRACTOR MUST BE A UNITED STATE COAST GUARD (USCG) APPROVED MOBILE BULK FACILITY, FOR OVER WATER TRANSFERS. The contract term will be a base period and four option years and one contract will be awarded to the responsible offeror whose proposal, conforming to the solicitation and advantageous representing the lowest price technically acceptable to the Government North American Industry Classification Code System (NAICS) is 484220 “ Specialized Freight (except Used Goods) Trucking, Local with and the annual size standard is $25.5M. The proposed contract is limited as a HUB Zone Small Business Set-Aside. Offers received from concerns that are not classified as a HUB Zone Small Business concern shall not be considered. The due date for receipt of proposals is approximately 30 calendar days from the date of issuance of the solicitation. All interested offerors shall register at the website.
