- The Pre-Solicitation Notice ("notice of proposed contract action" in accordance with FAR 5.203(a)) was inadvertently posted under the W900KK-12-R-0023 Special Notice (last updated 31 May 2012). The 31 May 2012 update serves as the Pre-Solicitation Notice for Solicitation W900KK-12-R-0023, Threat Computer Network Operations Team. SOLICITATION: -- POSTED 14 June 2012: W900KK-12-R-0023 Threat Computer Network Operations Team - Please see TCNOT Solicitation attached and supporting documents. -- PROPOSAL(S) DUE DATE: 1200 hours EDT, 25 July 2012 REQUIREMENT: U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Project Manager for Instrumentation, Targets and Threats Simulators (PM ITTS), Threat Systems Management Office's (TSMO) mission is to provide the U.S. Army and other services with a realistic Threat Computer Network Operations Team (TCNOT) in support of Operational Testing and Evaluation (OT&E). To accomplish this, TSMO utilizes a threat computer network operations multi-service cyber team capable of representing foreign capabilities (Oppositional Force) against Department of Defense (DOD), U.S. Army and general Blue Force operational and test systems. TCNOT's primary effort is to perform formal OT&E under the guidance and purview of the U.S. Army Test and Evaluation Command (ATEC), U.S. Army Training and Doctrine Command (TRADOC) and the National Ground Intelligence Center (NGIC). Secondary efforts of the TCNOT include research and development of relevant tools, tactics, techniques and procedures of cyber operations based on open-source and classified information. The TCNOT often operates within the Information Operations Range (IOR) and TSMO's Threat Target Network. The TCNOT may also support national level exercises and tests for other military customers. TCNOT members must be highly qualified and maintain specific credentials to perform this mission to include knowledge of offensive and defensive arenas. ACQUISITION APPROACH: The Government anticipates that this requirement will be fulfilled by awarding a Cost Plus Fixed Fee (CPFF) contract with Cost type Contract Line Item Numbers (CLINs) for Travel and applicable Training/Other Direct Costs (ODCs). Solicitation (with competition limited to eligible 8(a) Contractors) to be released in June 2012; expected contract award date no later than December 2012.
