- This is effort is a 100% Small Business Set-Aside. Magnitude of this project is $350,000 to $400,000. The applicable NAICS code for this project is 237310 with a size standard of $33.5 Million. 1. It is the intent of this contract to replace all wooden glulam decking (bridges, stairs, and platforms), wooden handrail system, and implement structural repairs, modifications, or upgrades to the bridges to accommodate the new decking system as well as provide a quality sustainable product for this federal asset listed herein as outlined in the accompanying documents. 2. The Contractor shall furnish all supervision, labor, materials, experts, and equipment necessary to mobilize and accomplish all project work for the Bayou Coquille and Pipeline Canal Bridges and Platform decking, structural, and handrail system. 3. The Contractor shall strictly follow the Park policies and procedures and the guidance herein to accomplish all project work. This project requires submittal of an Environmental Protection Plan as well as compliance with the requirements in Section 1.7 Environmental Protection PROJECT LOCATION: Jean Lafitte National Historical Park and Preserve (JELA), Barataria Preserve, 6588 Barataria Blvd., Marrero, Louisiana 70072 Interested bidders are responsible for setting up a site visit prior to submitting bid. Site visits should be scheduled at least two days in advance. Site visits can be scheduled by calling: Robert Adams, Barataria Site Manager at (504)382-7743. This notice is not the solicitation; the solicitation will be posted on or about June 29, 2012, with Request for Proposal due on July 31, 2012. Original RFPs shall be mailed to Yancey Davis, Contracting Officer, 2680 Natchez Trace Parkway, Tupelo, MS 38804. **An SF-24 Bid Bond is required with submission packet. Bid Bond should be for 10% of the bid price. Offererors who fail to submit a Bid Bond will not be considered. Awardee must furnish Payment and Performance bonds-100% of the contract price. Selection will be made based on the Best Value to the Government, considering Price, Key Personnel, and Past Experience. Lowest Price Technically Acceptable. The official solicitation, when posted, will be available free of charge by electronic posting only and may be found at www.fedbizopps.gov or http://ideasec.nbc.gov. PAPER COPIES OF THE SOLICITATION WILL NOT BE ISSUED. Amendments, if/when issued, will be posted to www.fedbizopps.gov and http://ideasec.nbc.gov for electronic downloading. This will be the only method of distributing amendments prior to closing; therefore, it is the offerors responsibility to check the website periodically for any amendments to the solicitation. REGISTRATIONS: Offerors must have and maintain an active registration with the Central Contractor Registration (CCR) website to be eligible for a Government contract award. In order to receive any contract award, a vendor must be registered in the Central Contractor Registration (CCR) and Online Representations and Certifications Application (ORCA). THE ONLY POINT OF CONTACT FOR THIS PROCUREMENT IS THE Contract Specialist as listed in this announcement and forthcoming solicitation. Electronic and Facsimile bids will not be accepted. All work will be accomplished in accordance with the project specifications. See Section J of the solicitation for a complete list of all attachments to this document. The Notice to Proceed on the project will be issued at the discretion of the government and all work shall be concluded within 30 calendar days of the project start date. Bidders are cautioned to take the performance period into consideration when preparing their bid. See clause titled "Commencement, Prosecution and Completion of Work."
