- DRAFT Instructions to Offerors DRAFT Evaluation Criteria DRAFT SOW Presolicitation Notice HSSCCG-12-R-00018 NAICS: 323119 (Other Commercial Printing) Description: This is a pre-solicitation notice published in accordance with FAR 5.203 announcing that a solicitation will be published in the Federal Business Opportunity (FedBizOpps) not earlier than 10 days from the date of this announcement to provide Optical and Non-Optical Card Consumables (including card stock, holograms, and storage) for the U.S. Citizenship & Immigration Services (USCIS), Office of Intake and Document Production, Integrated Document Production (IDP) Division. USCIS is seeking optical and non-optical card consumables for the production of USCIS' Permanent Resident Card (PRC), Employment Authorization Document (EAD) card, and potential new immigration initiatives requiring optical and non-optical functionality. These cards and related consumables, when assembled, become highly specialized and secure identification cards. The purchase items include optical and non-optical polycarbonate card stock, holographic stamps, and storage for the card consumables. The optical card stock must be highly secure, tamper-resistant, difficult to counterfeit and meet all ISO Standards specified in the Statement of Work (SOW), a draft of which is attached. Optical card consumables will be used to produce identification documents which serve as proof of immigrant status and allow entry to the United States consistent with the Immigration and Nationality Act. The non-optical card stock must be secure, contain customary artwork and meet the ISO standards specified in the SOW. Non-optical consumables will be used to assemble and personalize cards that will serve as proof of evidence of eligibility to reside and work in the United States. This acquisition will be a full and open competition. This is a re-compete of the existing Optical Card Consumables requirement. Currently, optical cards and non-optical cards are provided under two separate single-award Indefinite Delivery Indefinite Quantity (IDIQ) contracts. It is contemplated that this re-compete will combine the optical and non-optical cards into one single award IDIQ contract. The non-optical cards will be included as an optional Contract Line Item Number (CLIN). This contract will have a one-year base ordering period with three (3) one-year option ordering periods. This notice is not a request for proposals and in no way obligates the Government to award any contract(s). For initial industry review, attached are DRAFT forms of the SOW, proposal evaluation criteria and instructions to offerors. These draft documents are for initial review purposes only and are subject to change. The distribution of the resulting solicitation will be accomplished solely through the FedBizOpps website http://www.fbo.gov/. Hard copies of the solicitation documents will not be available, therefore, no written, or telephone requests for the documents will be accepted. The FedBizOpps site provides downloading instructions. All future information about this acquisition, including the solicitation and any amendments, will be distributed solely through the FedBizOpps site. Interested parties are responsible for monitoring this site to assure that they have the most up-to-date information about this acquisition.
