Description
This is a combined synopsis/solicitation notice of intent for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued for the solicitation numberNIAID-NOI12099 issued as a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58 dated April 18,2012. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 812910, which has a business size standard of $7.0. The National Institute Of Allergy and Infectious Diseases(NIAID) intends to award a sole source procurement to Olivet Kennel and Dog Training Resort, Inc.. The purpose of this requirement is to locate mosquitoes hiding in unknown shelters during the dry season in the African Sahel, NIAID requires a professional dog trainer with recognized expertise and experience in the field of training sniffing dogs. This professional trainer must be able to both train sniffing dogs to detect scent-tagged mosquitoes and should be able to teach dog-handling/training techniques to operate dogs under field conditions in the Sahel of Mali. In addition, the trainer must be able to train Malian personnel to operate and work the dogs in the field. NIAID requires the contractor to: (1) Obtain and train a minimum of two sniffing dogs which can detect and locate as few as 1-2 scent-tagged mosquitoes.( 2) Train two Malian dog trainers/handlers on techniques needed to reinforce canine behavior and search for these scent-tagged mosquitoes under field conditions in the Malian Sahel. (3) Coordinate and clear both of the dogs for transportation to Mali(veterinary visits, health certificates, ets). Period of Performance is 15 days ARO for 12 months w/performance to Mali July 18 th to September 15,2012. The government will award a fixed price purchase order to the responsible contractor. The FOB point shall be Destination. Payment Net 30 days. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-2, Evaluation - Commercial Items; Far 52.212-3, Offeror Representation and Certifications - Commercial Items; Far 52.212-4, Contract Terms and Conditions -Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items; and FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003). In order to be considered for an award, an offeror must have completed the electronic Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award].
