Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6072, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Office of the Director (OD), plans to procure on a sole source bases with Arnold Kaluzny, Ph.D., 102 Pine Lane, Chapel Hill, NC 27514 for support for the NCI Community Cancer Centers Program (NCCCP). The services herein are being procured in accordance with the simplified acquisition procedures as authorized by FAR Part 13.106-1 (b)(1). The North American Industry Classification System Code is 541990 and the business size standard in $14.0M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for ten months with one twelve month option period. It has been determined that there is no opportunity to acquire green products or services under this procurement. The National Cancer Institute (NCI) developed the NCI Community Cancer Centers Program (NCCCP; http://ncccp.cancer.gov/ ) to accelerate the delivery of cancer care and research in community-based locations, and enable the provision of state-of-the-art, multi-specialty care and early phase clinical trials. The program is designed to improve the reach to 80-85% of cancer patients across the country who do not have access to NCI-designated Cancer Centers. The NCI Community Clinical Oncology Program (CCOP; http://dcp.cancer.gov/programs-resources/programs/ccop ) is a network for testing and validating medical interventions against cancer, and for delivering the benefits of scientific discovery to the public and community physicians. The network increases involvement of oncologists and other health professionals in NCI-approved clinical trials as full research partners; improves the quality of cancer care in local communities by disseminating research findings; and boosts participation of minority and underserved populations in cancer clinical trials. NCI is combining its community-based research networks to create a single network that builds on their strengths. The Community Clinical Oncology Program Network, including Community Clinical Oncology Programs (CCOPs), Minority-based Community Clinical Oncology Programs (MB-CCOPs) and Research Bases, and the NCI Community Cancer Centers Program (NCCCP) will be united to create the NCI Community Oncology Research Program (N-CORP). It is estimated that the N-CORP program will begin in 2014, and the NCCCP and CCOP programs will continue until that time. Until that time, the contractor shall work as a member of the NCCCP Program Advisory Committee (NPAC), a group composed of experts in community-based research and delivery of care, to oversee the implementation of activities to meet the goals of the current NCCCP program. The contractor shall also work as a member of the NCCCP Evaluation Oversight Committee (EOC), monitoring the ongoing evaluation of the current NCCCP program that studies the interactions of the NCCCP program sites with NCI-designated Cancer Centers. An N-CORP Working Group has been established at the NCI to develop the N-CORP program. As a member of the N-CORP Working Group, the contractor shall provide recommendations on the conceptualization and development of the N-CORP based on the current CCOP and NCCCP program goals (see websites). The contractor shall have the following background in order to be qualified to successfully carry out the requirements of this requirement: • Public Health Policy background. • Leadership experience in previous evaluation processes of community cancer care. This must include academic credentials and demonstrated publications of evaluation of community cancer care that reach those with healthcare disparities. This is due to the need for the evaluation strategies to be based on current academic practices, including a theory-driven process and outcome evaluation to assess the implementation of the overall N-CORP program and its components. • Research experience in organizational factors affecting program implementation change in a variety of healthcare organizations. • Experience with continuous quality improvement initiatives in both organizational and primary-care settings. • Experience the study of alliances within healthcare. The NCI proposes to enter into a sole source purchase order with Dr. Arnold Kaluzny for the reasons below: • To work as a member of the NCCCP Program Advisory Committee (NPAC), a group primarily composed of government staff who are experts in community-based research and delivery of care, to oversee the implementation of activities to meet the goals of the current NCCCP program, through recommendations at the monthly NPAC meetings when updates are provided related to the subcommittees of the program, particularly the Executive Subcommittee and the Quality of Care Subcommittee. • To work as a member of the NCCCP Evaluation Oversight Committee (EOC), monitoring the ongoing evaluation of the current NCCCP program that studies the interactions of the NCCCP program with NCI-designated Cancer Centers. • To work as a member of the N-CORP Working Group, composed of government employees and select contractors, to develop the N-CORP program. As a member of the N-CORP Working Group, Dr. Kaluzny will provide recommendations on the conceptualization and development of the N-CORP based on the current CCOP and NCCCP program goals. Membership on the NCCCP NPAC and EOC and on the N-CORP Working Group requires a deep understanding of the NCI NCCCP and CCOP programs, and expertise in public health policy, academic-based evaluation of community cancer care, and research experience in organizational factors, quality improvement initiatives and alliances within the healthcare setting. NCI knows of only one uniquely qualified individual, Dr. Arnold Kaluzny, with this combination of knowledge base and skills. Dr. Kaluzny has both the unique background and expertise to contribute to the evaluation plan of the NCCCP pilot program. He is a nationally known evaluator of governmental institutions. He is the author of "Managing a Health Care Alliance - Improving Community Cancer Care." His research has focused on organizational factors affecting program implementation and change in a variety of health care organizations, with specific emphasis given to cancer treatment, prevention and control, continuous quality improvement initiatives in both organizational and primary care settings, and most recently, the study of alliances within health care. In all these endeavors, a major focus has been to strengthen the science base of policy and practice. He has also been associated with the NCI in a variety of roles for many years. From 1991 through 1995 he was a member of the Board of Scientific Counselors for the Division of Cancer Prevention and Control at the National Cancer Institute, and served as the Chairman from 1993 to 1995. He has had extensive interactions with the NCI Division of Cancer Prevention over numerous years, including being a member of an external group of evaluators of the CCOP program. Dr. Kaluzny has served as a consultant to a number of private research organizations and various international, federal, and state agencies, including Project HOPE, the World Health Organization, the American College of Surgeons, the National Cancer Institute, the Joint Commission on the Accreditation of Healthcare Organizations, the Department of Veterans Affairs, and the Agency for Health Care Policy and Research. Dr. Kaluzny's expertise with evaluation of programs combined with his extensive knowledge and understanding of the NCI and programs make him uniquely qualified to lead the development and implementation of an external evaluation process of the NCCCP program and development of the N-CORP program. Dr. Kaluzny is the only known source with the appropriate expertise and knowledge of NCI who can fulfill the NCI's requirements. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on June 29, 2012. No electronic capability statements will be accepted (i.e. email or fax). An original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
