Description
Proposed Synopsis Project Title: Construction of VMR2 Mine Hound Training Area, AA2 Training Area Solicitation Number: W911SF-12-B-0016 The Mission & Installation Contracting Command (MICC), Fort Benning 31905-1339 anticipates awarding a firm-fixed price contract to construct a Home Station training site that will include multiple areas and lanes such as: Calibration areas, Familiarization lanes, and IED Emplacements lanes (Top down area within the IED Emplacement lane). The space between; calibration areas and lanes, lane to lane, and lane to scenario areas, is critical so that detectors on adjacent lanes will not interfere with each other. The lanes shall be excavated to a minimum of 40 inches and back filled with soil screened to remove all metal and other objects larger than 2 inches. During the backing fill process, the soil shall be tamped in layers to avoid creating voids and to prevent uneven settling of the lanes. Consideration shall be provided for managing water runoff if the land does not percolate well. The applicable North American Industrial Classification System Code is 236220 (Commercial and Institutional Building Construction) with a small business size standard of $33.5 million. This procurement is set aside for HUBZone businesses nationwide. The Government anticipates awarding a Firm-Fixed Price contract to a single awardee. A solicitation will be issued as an Invitation for Bid (IFB) utilizing FAR Part 14, sealed bidding. This solicitation and all amendments will be issued via the internet only at the Army Single Face to Industry Website (ASFI) at https://acquisition.army.mil/asfi and Federal Business Opportunities Website (FedBizOpps) at https://www.fbo.gov on or about July 2, 2012 with an anticipated closing date of August 3, 2012. Estimated magnitude of the requirement is between $30,000 and $43,000. It is each Bidders responsibility to download the solicitation from the internet website. No paper copies will be provided. Notification of amendments shall be made via the internet; it is therefore the contractor's responsibility to check the ASFI and FedBizOpps website daily for any posted changes to the solicitation. A job site visit will be scheduled based on posted date of the solicitation. Bidders must be registered with the Central Contractor Registration (CCR) at http://www.ccr.gov to be eligible for the award. Representations and certifications must also be on record through ORCA at www.orca.bpn.gov. All questions or comments should be forwarded in writing by e-mail to wendellar.johnson.civ@mail.mil.
