Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Southwest Fisheries Science Center (SWFSC) located in La Jolla, CA on a sole source basis with Sport Fishing Association of California (SAC). The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed contract is for charter vessel support for ecosystem and biological research. NOAA has a long standing collaborative relationship with the Sport Fishing Association of California (SAC) and the fleet has participated in a number of research programs. In 2007 NOAA and SAC started a biological sampling program for highly migratory species (HMS) in the Southern California Bight. The program uses the commercial passenger fishing vessel fleet (CPFV) as a platform to sample a range of highly migratory species. When space is available, trips are provided for free to the NOAA biological sampler, otherwise vessels are chartered. SAC represents 100% of the CPFV fleet operating from San Diego to Santa Barbara and thus they are uniquely positioned to coordinate vessel charters or spots on vessels. SAC is a non-profit organization that represents 100% of the CPFV vessels based in San Diego County. SAC is uniquely positioned to facilitate sampling opportunities aboard a range of vessels. A number of these vessels have run research trips in the past including the Royal Star, the Shogun, New LoAnn and the Polaris Supreme. Because SAC represents the entire fleet, including those mentioned with previous research experience, it is the only organization in the position to provide access to a large number of diverse vessels. Given both the ephemeral and unpredictable nature of the fisheries and the lack of free space on boats, working with just one or even a few boats would not provide sufficient time on the water to collect the desired samples nor provide the necessary versatility for chartering vessels to meet specific needs. In addition, SAC has been coordinating the existing sampling program for the past three years with great success. The North American Industry Classification System Code (NAICS) of this procurement is 487210 with a small business size standard of $7.0M. The Government intends to negotiate a firm fixed price contract with period of performance commencing approximately Aug 1, 2012 through December 31, 2014. It is the Government's belief that only SAC can complete this project. This notice represents the only official notice. This notice of intent is not a request for competitive proposals; however, all submittals received by the due set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This is a simplified acquisition. ****The Western Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
