- Wells County Sargent County Richland County Ransom County Grand Forks Dickey County Bottineau County Barnes County Wage Determinations AD-1026 SF-33 Solicitation, Offer and Award Performance Work Statement Solicitation Package AG-6633-S-12-0011 The Natural Resources Conservation Service (NRCS), an agency of the United States Department of Agriculture, is seeking contractor(s) to provide Wetland Inventory, Analysis and Wetland Determinations in various counties in North Dakota. The intent of the Agency is to solicit the most efficient and effective manner to complete the this requirement. All deliverables will be completed in accordance with the NFSAM, US Army Corps of Engineers Wetlands Delineation Manual (January 1987), the Regional Supplement to the Corps of Engineers Wetland Delineation Manual: Great Plains Region (Version 2.0), Field Indicators of Hydric Soils in the United States (Version 7.0) and the Electronic Field Office Technical Guide (EFOTG), as well as other references cited in the Performance Work Statement. The Contracting Officer's Representative (COR) will provide the contractor with samples of deliverables. The COR will provide on-site training to the team leader(s) and all data collectors that will be on board at the commencement of the contract. Training will occur on one day at a location somewhere within the 8 identified counties. Training of additional personnel hired during the course of the contract will be the responsibility of the contractor. The contractor shall provide all personnel, equipment, tools, materials, supervision and other items and support necessary to provide the services as solicited. All Contractor personnel shall be fully qualified to perform the work to which they are assigned under this Contract prior to Contract start date or specialized task assignment. All soil classification must be performed by or under the supervision of a person certified as a Professional Soil Classifier under the North Dakota Century Code 43-36. The Contractor shall provide a Project Manager who meets the qualification requirements for at least one of the following options for Wetland delineations. Data Collectors must have basic knowledge of the wetland identification process and must demonstrate the ability to: • Use NFSAM and the 1987 COE manual and COE Great Plains Supplement for proper data collection; • Use Global positioning system (GPS) technology; • Use data recording instruments and software; • Sufficient knowledge to identify hydric soils, hydrophytic vegetation, and/or hydrology; and • Sufficient knowledge of scope and effect surveying techniques In addition to the above, Team Leaders must meet the following: • Must have a minimum of 3 years experience of in-field wetland identification work. • Bachelor or higher level degree in biology or other applicable field of ecological sciences or natural resources. All contractors are required to be registered in Central Contractor Registration (CCR) prior to being awarded a contract by NRCS. The CCR database is the primary Government repository for contractor information required to conduct business with the Federal Government. The Contract period will be date of award through June 30, 2013 with the option to extend an additional four years. The North Atlantic American Industry Classification System (NAICS) code is 541990. Proposals are due July 19, 2012 at 4:00PM CT time. Faxed and emailed proposals will not be accepted.
