- Yellowstone National Park annouces its intent to purcahse Limestone Road Base from a Sole Source. Justification follows: JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION for SIMPLIFIED ACQUISITIONS OVER $3,000 AND UP TO $100,000 (See FAR 13.106-1) Date: 6-14-12 PR Number: R1320122068 1. Nature and/or description of the item/service being procured and its intended use: Montana Limestone Company POBox 166 Frannie, WY 82423-0166 Tel: 406.764.2513 Three Quarter Minus Limestone Road Base, to be used as a crushed top surfacing material on the campground project, which includes campsites, RV and Trailer sites, tent sites, and parking areas at Bighorn Canyon NRA. For Project to Rehab Tent Sites/Picnic Areas/Camping Facilities for Visitors. This material will be used as a surfacing material on newly designed and developed RV, day use, vehicle parking and trailer sites at Barry's Landing Parking Lot Campground as well as on Trail Creek Vehicle and RV Camping and tent sites, and parking areas. Anticipated tonnage: 1850 Tons (not to exceed) 2. Sole Source Justification rationale (Check one and explain below): X Only one responsible source X Urgent and compelling circumstances exist. Include critical delivery or performance dates, and when you became aware of the requirement. Provide a specific statement of the impact on Government operations, financial or otherwise, if the required delivery or performance dates are not met. Justification: 1. Limestone road base: Match the existing "pinkish" and red tones of the Chugwater, Amsden and Madison Limestone formations that are found within Bighorn Canyon NRA. 2. Limestone road base: Match existing road base material already in place and being used to fill campsite areas that have been created on the project already. 3. Match existing road base that has been used in parking and camping areas for 15 years or more. 4. By purchasing limestone road base material from Montana Limestone Company we will cut price of material plus delivery from other quarries located in Laurel, MT and Billings, MT by more than half. 5. We will be able to haul material ourselves because of the shorter distance from the Warren Quarry, on the back roads, to Bighorn Canyon thus saving and the park money by not having to pay haul costs. 6. Limestone road base works, packs, and hardens better than river rock road base. 7. When concrete is poured in the park we dye the concrete a "pinkish" color to match the geographic strata found within BICA.
