Description
NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), National Personal Protective Technology Laboratory (NPPTL) hereby announces its intent to issue a Purchase Order to the University of California San Diego, La Jolla, CA. to expand on Purchase Order 254-2011-M-39061, 05/2011, "End of Service Life Indicators in PAPR cartridges using Carbonized Porous Si Photonic Crystals" to 1) Deliver prototype sensor/optical fiber subsystem compatible with Drager PAPR cartridge (or other cartridge supplied by NIOSH) and 2) Construct optical fiber-based sensor prototype using Ocean Optics STS microspectrometer and provide dose/response curves for analyte vapors ion a PAPR cartridge. SUMMARY of SOW *****Added 06/19/2012 The objective of the proposed contract work is to produce a prototype system based on patent # US 7.889.954. The system will be designed to be integrated into powered air purifying respirators (PAPR) and air purifying respirator (APR) cartridges to provide end-of-service life capabilities.***** The proposed work involves the development and demonstration of porous Si-based chemical sensors as residual life indicators in respirator cartridges, as a continuation of the collaboration iniated in FY2006. The focus of this current requirement is to place optimized photonic crystal sensor into a miniaturized prototype device compatible with the size and power requirements of a PAPR, extending the work of TASK 3 of PO 254-2011-M-39061. The key innovation will be the integration of the sensor technology with an Ocean Optics STS microspectrometer and demonstration of Sensing. The University of California San Diego (UCSD) shall provide chemistry, materials design, and prototype device fabrication support to NIOSH. Requirements include, but are not limited to, porous silicon material synthesis, sample preparation, laboratory testing and characterization of materials alone in prototype devices, as well as guidance for testing and use at the NIOSH facility. Period of Performance is 12 months from date of award. Responsible Sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written item description/item characteristics and pricing information in the format they choose, not to exceed 10 pages. Please forward the item description and pricing information to James Ambrozic, CDC NIOSH, 626 Cochrans Mill Road, Pittsburgh, PA 15236, Reference 2012-Q-44749. All Vendors must be registered in the Central Contractors Registry (CCR) prior to an award of a federal contract. The website is www.ccr.gov. The Government will review any/all item descriptions and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.103-1(b)(1), negotiations will be conducted with University of California, San Diego, 9500 Gilman Drive, La Jolla, CA 92093-0358, as the only source and a Purchase Order will be issued without any additional notices being posted.
