Description
PREFACE: This is the U.S. Army's Market Survey for a production and recapitalization effort. This program is intended to provide coverage the U.S. Army and for future customers such as the Army National Guard, Army Reserve, other PM Offices, and potential Foreign Military Sales (FMS) customers. OBJECTVES: The Product Manager, Heavy Tactical Vehicles (PM HTV) is conducting a market survey for the remanufacture/recapitalization (RECAP) of the Heavy Expanded Mobility Tactical Truck (HEMTT), to include the following variants, M977 Light Cargo Truck, M985 Heavy Cargo Truck, M978 Tanker, M984 Wrecker, M983 Patriot Tractor, M983 Light Equipment Transporter (LET), M1120 Load Handling System (LHS), M985 Guided Missile Transport (GMT), M977 Large Repair Parts Transporter (LRPT), M977 Electronic Power Plant (EPP), M1977 Common Bridge Transporter (CBT); Palletized Load System (PLS) to include M1075 Trucks and M1074; and production of new M1076 PLS Trailers (PLS-T); and new PLS Trailer-Container Transfer Enhancement (CTE). It is also planned to acquire associated technical data, logistical and test support, installation kits and ancillary hardware. The ancillary hardware includes, but is not limited to, Basic Issue Items (BII), special tools, new specialty kits, expeditionary field kits, initial support items, self recovery winch kits, PLS Trailers (PLS-T) and extended draw bars. A copy of the Army Technical Purchase Description (ATPD 2304 Rev B) is attached as the technical description for market survey purposes for all variants requested above. For information pertaining to the PLS-Trailer CTE, see paragraph 3.12.7.6 - Container/shelter transport (objective) in ATPD 2304 (Rev B). INTENT: It is the intent of PMHTV to recapitalize and modernize HEMTT and PLS vehicles to improve protection capability and maintain automotive performance. HEMTTA0 (Basic), A1, and A2 vehicles may be inducted into this recapitalization effort with the outcome to be a HEMTTA4 configured, like new vehicle. Likewise, PLSA0 (Basic) vehicles will be inducted into this recapitalization effort with the outcome to be PLS A1 configuration vehicles. The intent is for a 1 to 1 ratio; that is for each inducted vehicle into the recapitiation effort they will be one HEMTTA4 or PLSA1 vehicle produced. BACKGROUND: The vehicles and trailers are designed for combat support and combat service support roles in the Army and transport everything from fuel and water to ammunition and supplies. Under the current RECAP program, HEMTTs and PLSs that have reached the end of their service lives, or have been damaged, are inducted for a complete rebuild of the vehicle to current production configuration. The vehicles are completely disassembled and stripped to the frame, specified parts and components are rebuilt, integrated with the latest technology upgrades, and reassembled on the production line for a like-new vehicle. All RECAP vehicles are delivered with the same vehicle warranty as new production. DESCRIPTION OF SYSTEM: The PM-HTV is considering a FHTV Recapitalization and Modernization Program which will recapitalize the HEMTT and PLS fleet. The intent of the program is to use a systems approach to bring these vehicles to a like-new condition, and also produce new PLS-T and PLS-T (CTE) trailers. Dependent upon availability of funds, there is a potential requirement to recapitalize and modernize a portion of the Army's current FHTV fleet. With other customers, the total potential quantity over the next five years is approximately 8,156 vehicles.
