Description
This is a combined synopsis/solicitation for commercial items from Yosemite National Park for the purchase of a road grader prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued. The solicitation number is E12PS22713 and is issued as a Request for Quotes (RFQ). No further notice will be posted on Fedbizopps and hard copies will not be mailed. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-58. Award will be based on the lowest price and technical capability. This is a total small business set aside with NAICS code 423810. Vendor must do business under this NAICS code. The small business size standard in number of employees is 100. Vendor must be registered in the Central Contractor Registration (CCR) database at www.ccr.gov and in the On-line Representations & Certifications Application (ORCA) www.orca.bpn.gov to receive an award. SPECIFICATIONS: Diesel Powered All Wheel Drive (6 Wheel) Motor Road Grader with Fixed Vee Plow and High Post Hydraulic Wing Engine shall be electronic controlled inline turbocharged 6 cylinder and have a minimum of 275 HP Net, Tier 4, that meet all federal and state regulations and emissions. All-Wheel Drive (6 Wheel) Transmission shall be Hydraulic Power-shift with direct drive and have 8 speeds forward and reverse Brakes shall be Wet multiple disc. Machine shall articulate hydraulically, and have position indication on operators view. Articulation shall be at least 20 Degrees. With automatic return to straight mode. Machine turn radius should be approx. 24'. Shoulder blade reach outside wheels should be approx. 90". Blade lift above ground should be at least 17". Machine overall length approx. 30' Machine overall height approx. 10'6" Moldboard length 14' Machine weight approx. 46,000 lbs. plus plow and hitch. Fuel capability of approx. 100 gallons. ROPS and FOPS approved Low Profile climate controller cab with HVAC for winter and summer operation. Must have seat armrest machine controls (industry standards). Steering shall be controlled using conventional Steering Wheel or armrest controls. Heavy Duty Hitch and Lift Arm Assemblies Upper Lift Arm Assembly The 29.5"x19.75" upper arm assembly is comprised of (2) lift arms, a horizontal connecting plate and a flat bar for extra strength. The (2) 1.50" thick upper lift arms are drilled for 1.5" pins on each end are supported by a 16.75"X3"X.75" horizontal flat bar and a 19"x17"x.63" connecting plate between both lift arms. 1.5" x 3.75" greaseable pins attach the upper arm assembly to the backplate and the Balderson Male. Lower Lift Arm Assembly The 25.25"x30.5" lower arm assembly consists of (4) 1" ears supported by (2) 6"x4"".50" thick structural mechanical tubes, a cylinder rod ear for attaching the lift cylinder, a lock stop plate and a lower arm stop. The (2) outer 30.50"x5"x1" thick lift arms and (2) inner 5"x5"1" thick are both drilled with (2) 1.5" holes on each end to accept a 1.5" x 5.5" greaseable pin will attach the lower arm assembly to the backplate and the balderson male. (2)6"x4"x.50" thick structural mechanical tubes run horizontal and connect the outer lower arms and allow the inner ear to attach to the SMT. (2) 7.81"x6.69"x1" cylinder rod ears connect vertically with between the two SMT's and they are 3" apart. The 7.19"x3.50"x1.5" thick lower arm stop will also attach vertically to the SMT with the (4) 8.41"x6.73"x.50" thick drift lock plate drilled for 1.5" locking pins attach to both sides of the lower arm stop. A 7.5"x7.19"x.50" thick plate is run between the two SMT's to increase strength and provide a convenient retainer for the manual locking pins when not in use. Lift Cylinder Shall be a 4" bore, heavy-duty, double acting hydraulic cylinder with a 1.50" diameter trunnion mount mounted in a hardened steel spherical bearing. The 2" nitrided cylinder rod has a boss with grease zerk on the end able to accept a 1.50" diameter pin. Cylinder has a 22.25" stroke and will be able to withstand a minimum of 3500 psi operating pressure. Extra Heavy Duty Hydraulic lift hitch mounted on front of machine to accept Snowplow attachments. Must have Quick Disconnects. Backplate assembly The backplate is a 40.25"x25.38"x1.25 thick flat plate with a 25.38"x3.5"x1.25" bottom plate for extra support. Welded to the back plate are lower and upper ear connections for the lift arms plus mechanical stops and cylinder base ears for attaching the lift cylinder and a 9.63"x2.5"x.50" bulkhead plate for a clean/professional/factory appearing installation of the hydraulic hoses. The (2) 7.28"x6"x2" thick lower ears drilled for 1.5" pins will accept the (4) 1.00" thick lower arm assembly. The (4) upper ears are 11.25"x5"x.75" thick drilled for 1.5" pins and will accept the (2)1.50" upper arm assembly. (2) 12.5"x12"x1.25" thick stop plate with a oblong drilled 1"x4" hole for the lock out option will be supported by a 25.38"x4"X1" thick brace plate underneath the (2) stops and another 17"x3.5"x.75" thick horizontal brace between the top of the (2) stops. (2) 4.5"x5"x1.25" thick ears will attach the lift cylinder to the backplate. Hardened steel spherical bearings support the lift cylinder inside of the lift cylinder ears. 15"x2"x.75" thick flatbar and (2) 3.13"x3.5"x.50" gussets that run horizontally between the cylinder to the upper lift arms ears. "Balderson Style" Male Head Top pick-up tube shall be constructed from 4"x35.25"x.75" thick cold rolled round mechanical tubing. Lower Cross bar shall be 4" diameter cold rolled steel round bar. (4) upper attaching ears shall be 7.5"x5"x.75" thick drilled 1.5" and spaced 1.75" to accept the (2) upper lift arms and are welded to the upper cross tube. The (2) lower attaching ears shall be 7.5"x5"x2" drilled for 1.5" pins to accept (4) lower lift arm ears and are welded to the lower cross bar. (2) vertical 35.25"x5.25"x.75" sideplates drilled on the top and bottom to accept lower and upper cross tube. (2) sideplates and the (2) vertical 25"x5.25"x.75" thick inner support plates are drilled to accept (4) 3.0"x1.63" bushings for the hydraulic/manual locking pins. (2) 16"x5.5"x.50" thick stiffeners shall run vertical between the side plates and inner support plates to give extra rigidity. Heavy Duty Fixed Vee Snow Plow Moldboard Plow moldboard shall be constructed of 3/16" thick, high tensile (50,000psi) rolled plate steel and shall be reinforced with 14" full-length 3/16" thick, high tensile steel box channels. The plow shall have a front nose height of 52" and a rear height of 86" with overall external dimensions of 150" W x 117" D x 86" H. Reinforcement Two (2) " thick reinforcing support plates (no less than 4 square ft. each) attach the support structure to the moldboard and absorb and distribute the shock of impacts. Running Gear The plow shall be equipped with three (3) easily accessible, hand adjustable running gear assemblies (one front, two rear). Each running gear assembly shall include a 3" x 3" x " inner tube, a 3 " x 3 " x 3/16" outer tube, and a 1 " acme threaded rod. For hand adjustment of front running gear from rear of plow, the front runner crank assembly shall be complete with a 44" crank shaft of " schedule 40 black pipe. Plow Weight The heavy-duty plow shall have a minimum weight of 3500lbs. All Hydraulic Wing Assembly Moldboard: The Moldboard will be an enclosed, box-panel design, constructed of (2) 3/16" thick, 50,000 psi high tensile steel channels. The moldboard face will be a smooth rolled, 3/16" thick, high tensile steel plate. Moldboard down-pressure shall be achieved by means of a 3.5" x 37.5" x 1.75" double acting cylinder. The bottom angle shall be a 4" x 4" x 5/8" A-36 structural steel angle with standard AASHTO punched cutting edge bolt pattern. The pivot pin area shall be reinforced with 3" OD x 2" ID x 3.25" steel tube (bushing) welded to a 12" x 14" x " plate. The bushing will be machined to accept a 2" pivot bolt. Wing Post: The post shall be a box-type construction, using a full length, single piece of formed channel. The channel will be made from 5/16" thick, grade 50 high tensile steel plate, 115" long x 26.6" wide, formed to have a 10.125" flange width and 6.750" depth. This channel is to be continuously welded to a 5/8" x 10" x 115" slide plate. The post shall be reinforced with (6) one-piece channel shaped ribs. The ribs shall be made from 1" plate and be welded to all three sides of the post channel. ATTACHING STRUCTURE: Post attaching structure shall mount directly to CAT "frame ready" plate on grader. In addition to the standard attaching bolts, Henke's attaching structure shall be further supported by heavy-duty "frame clamps", which help secure it to the grader. "X 6" tube should run the entire length of the post for support. The attaching frame mounting plate shall be 15"x18"x.625 with 8 bolt holes for mounting. The post mounting plate shall be 23x20x1" with 14 bolt holes to accept the post assembly. The pitch of the post mounting plate shall be 128.50 degrees Slide Assembly: The slide and slide keeper shall be constructed of " plate with 2" square steel bar as a spacer between the slide and slide keeper. Welded to the slide will be a hydraulic cylinder-connecting link, made of 1.25" T-1 grade steel plate. Also welded to the slide will be (2) moldboard hinge-pivot ears of 1.250" thick steel. A 3.5" bore x 66" stroke double acting cylinder will actuate slide. Nylatron slide guides will serve as a friction reducing wear item between slide and slide plate. The slide guides will be channel shaped and made of.625" thick nylatron, 34.25" long. Slide provides for 2.625" inboard float. The wing shall have benching capability of 48". Pushbar: The moldboard pushbar will be a telescoping, spring cushioned, adjustable assembly having an inner tube and an outer tube with spring cage. The outer tube will be composed of 3.5"OD x 3"ID DOM steel tube, welded to a 1.25" thick pin ear, drilled for a 1.25" pin. The inner tube will be composed of a 2.875"OD DOM tubing welded to a 1.25" thick pin ear containing a " connex bushing. The inner tube will have (3) adjustment positions drilled to accept a 1" pin. Elevating Rear: Elevating rear to have a 2 " x 48" double acting cylinder and to be attached to rear of machine. M.U.D.R.O.C. Valve: Grader wing shall have a hydraulic MUDROC valve (Make Up, Dual-Relief, Over Center), which acts like a "cushion valve", and protects the outboard wing cylinder from hydraulic shock conditions. Misc.
