- Justification and Approval As documented herein, this action is authorized under the USAID Action Memorandum for Expedited Acquisition and Assistance Procedures for USAID's Activities and Programs Related to the Prevention, Care, and Treatment of HIV/AIDS. The Determination & Findings statutory authority is based on AIDAR 706.302-70(b)(3)(ii). 1. The nature and/or description of the action being approved: This is a request to approve a one year no-cost extension for the AIDSTAR Sector I Indefinite Quantity Contract (IQC) until various dates in June, 2013. Under this action seven prime contract holders (Tab 2 ), John Snow Inc, FHI360, JHPIEGO, Management Sciences for Health, Program for Appropriate Technology in Health, Population Services International and Research Triangle Institute will provide a wide range of state-of-the-art technical assistance and implementation support across HIV/AIDS prevention, care and treatment disciplines to support the U.S. Government in all President's Emergency Plan for AIDS Relief (PEPFAR) through the limited extension of ongoing task orders(TO) or the competitive award of new task orders. The current contracts that make up this IQC are all scheduled to expire during June 2012, but with the continued need for Missions and headquarters to provide support through technical assistance and the temporary lack of mechanisms to buy into, an extension of a year will be necessary to adequately and appropriately support USAID Forward and PEPFAR in the field. This request is to extend the period of performance for all seven prime contract holders, which will enable full competition among all prime contract holders during the extended period of performance.
