Description
REQUEST FOR INFORMATION ON CLOUD COMPUTING 1.0 Description 1.1 Headquarters Air Force Recruiting Service (HQAFRS) is seeking information on the applicability and viability of using cloud computing to host the Air Force Recruiting Information Support System- Total Force (AFRISS-TF). 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Air Force is not, at this time, seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the respondent's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. 2.0 Background 2.1 AFRS is developing a consolidated, automated recruiting information system that encompasses all three Air Force Components (Active Duty, Air National Guard, and Air Force Reserve). AFRISS-TF will merge two current legacy systems, and contain information subject to Privacy Act restrictions and "For Official Use Only" information. Due to the sensitivity of the information contained on AFRISS-TF, the hosting solution must meet DIACAP and FISMA standards. 2.1.1 AFRS is considering hosting this system on the cloud using a platform as-a-service (PaaS) solution. Specifically, AFRS would like to consider utilizing PaaS to provide integrated applications, operating systems, storage, database, and development environments tailored to specific recruiting requirements, and requirements of the AFRISS-TF program. The PaaS solution should be easily managed by administrators working within an "af.mil" domain, scalable, and elastic to provide AFRS with a clearly defined level of service. Finally, the PaaS solution should incorporate a pay-as-you-use pricing model. 3.0 Information Requested 3.1 Please provide a response to the following questions regarding specific cloud computing solutions and providers (not all-inclusive, please address these questions in addition to any other information you feel is pertinent to our request): 3.1.1 Provide comments and/or questions on the attached draft Statement of Need. 3.1.2 Identify whether your hosting solution meets FISMA standards in accordance with DoDI 8510-01. If so, please explain how you ascertained that it does. 3.1.3 If you have obtained a DIACAP and/or NIST ATO, identify the IA controls that applied, any deviations to those controls and the POA&M to resolve those deviations. 3.1.4 If you are in the process of obtaining a DIACAP and/or NIST hosting solution ATO, provide the MAC level, sensitivity level, and projected completion date. 3.1.5 Do you currently have or did you previously have a contract with any branch of the United States government for cloud hosting? If so, please include contract numbers and provide the SLA's for review. 3.1.6 Because the cloud will be used to host sensitive data that cannot be accessed by anyone outside of authorized Air Force personnel, please provide an explanantion of how your organization will protect this data. 3.1.7 Provide your pricing/billing structure for Platform as a Service. Is the pricing/billing structure the same for Infrastructure as a Service? Is the structure negotiable? 3.1.8 How does your pricing/billing structure provide flexibility based on varying usage? 3.1.9 How do you price/bill for bandwidth? 3.1.10 Do you provide pricing bundles? If so, what is included in the bundles? 3.1.11 Identify how much time is needed to provide a proposal for a hosting solution. 3.1.12 Identify how soon after award of a contract you would begin work on setting up the hosting solution. How long until it would be complete? (Based on the attached SON) 3.1.13 As defined by the NIST Cloud Computing Reference Architecture, "A cloud provider is a person, an organization; it is the entity responsible for making a service available to interested parties. A Cloud Provider acquires and manages the computing infrastructure required for providing the services, runs the cloud software that provides the services, and makes arrangement to deliver the cloud services to the Cloud Consumers through network access." A cloud broker is defined as "An entity that manages the use, performance and delivery of cloud services, and negotiates relationships between Cloud Providers and Cloud Consumers." Of these two defined entities, which one more accurately defines the capability of your service? 3.1.14 If you are a cloud broker, then please identify your cloud partner(s)/provider(s)? 3.1.15 Do your employees currently have, at a minimum, a NACLC background investigation? 3.1.16 Are any of the requirements included in the Draft SON unreasonable and/or unattainable? Please explain why. 3.1.17 Large businesses would be required to provide a small business subcontracting plan indicating what percentage of the contract they would subcontract out to small businesses to include service-disabled veteran-owned small businesses, small disadvantaged businesses, woman-owned small businesses, and historically underutilized business zones (HUB Zone). Subcontractors include any company that is contracted with for services or supplies that would support this contract. If you are a large business under NAICS 518210, indicate what percentage of the work would be subcontracted to the aforementioned categories. If not, please provide a brief explanation of why subcontracting to small businesses is not appropriate. Please limit responses to no more than 20 pages. Please be advised that all submissions / responses become Government property and will not be returned. 4.2 Proprietary information should be kept to the minimum and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. 4.3 Please provide information on the use of cloud computing to address AFRS's questions.
