- LAKE TEXOMA MARINA DESIGN/ BUILD CONSTRUCTION, Sheppard Annex Lake Texoma, TX THIS RFP IS FULL AND OPEN, UNRESTRICTED. This RFP will be issued to obtain contractor qualifications for which a contract, by means of negotiated firm fixed-price procurement, will be awarded. A contract will be awarded to the best value offeror in accordance with FAR PART 15 using the Best Value, source selection procedures. This solicitation will be issued as FA3020-12-R-0016. The subject acquisition is to finalize the design requirements. Totally furnish and provide A/E professional services necessary to finalize the design requirements of this project in accordance with plans and specifications. Additionally provide, furnish and install all manufacturing, materials, equipment, and labor, in accordance with plans and specifications for the replacement of existing Marina Crappie House Module, which houses the fishing well, office/retail sales area, and rest rooms. This also includes the demolition and disposal of existing Marina Crappie House Module. The solicitation will be formatted as an RFP in accordance with the requirements designated by section of FAR 15.203.The current anticipated issue date of the Request for proposal is 25 June 2012. It has been determined that the proposed contracts competition will be FULL AND OPEN, UNRESTRICTED. This method permits evaluation of proposals based on price competition, technical merit and other factors; permits impartial and comprehensive evaluation of offerors proposals; permits discussions if necessary, and ensures selection of the source whose overall proposal provides the best value to the Government. This solicitation will consist of three evaluation factors: Technical Approach, Price, & Past Performance. The performance period will be 229 calendar days from the Notice to proceed date, with an anticipated contract start date of 15 September 2012. The North American Industry Classification System (NAICS) Code for this project is 237990 with a size standard of $33.5M. The anticipated magnitude of this contract is between $500,000 and $1,000,000. THIS RFP IS FULL AND OPEN, UNRESTRICTED. ALL QUALIFIED CONTRACTORS ARE INVITED TO PROPOSE.
