Description
The United States Marine Corps (USMC), Marine Corps Systems Command (MCSC), intends to issue a sole source Indefinite Delivery Indefinite Quantity Contract with L-3 Services, Inc., Advanced Technologies Department, 3033 Science Park Road, San Diego, CA 92121, for life cycle sustainment support of the Beyond Line Of Sight (BLOS) Gateway(GW) for an estimated amount of $21,000,000.00 over the course of a base and four (4) option year periods. The BLOS GW system can be configured to operate in a stand- alone mode, or integrated within the Air Defense Communication Platform (ADCP) and the Mobile Tactical Air Operations Module (MTAOM). The BLOS GW is the primary component of the Section Leader Gateway (SLG) and Fire Unit Laptop (FUL) used by the Marines within the Low Altitude Air Defense (LAAD) Battalions for Situational Awareness. Sustainment efforts will include: Program and Configuration Management (CM); Post Deployment Software Support (PDSS), which includes Information Assurance & Vulnerability Assessment (IAVA) of fielded and developmental software; documentation maintenance, engineering studies and engineering change proposals; Field Service Representative (FSR) support; technical refresh; vendor level maintenance; training and helpdesk support. As the developer, designer and sole manufacturer of the BLOS Gateway, L-3 is the only firm with the requisite skills and knowledge of the BLOS Gateway system design and equipment integration necessary to satisfy the Government requirements (10 U.S.C. 2304 (c)(1)). The proposed contract action is for supplies and/or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No formal solicitation package is available.
