- The intent of this posting is to perform market research and conduct industry exchange, to include seeking recommendations and SOURCES in regard to paint removal from historic Gladding McBean white glazed terra cotta tile from the exterior of a Federal Building located in downtown Seattle. This sources sought will be open for a period of five days (1) week, ending on 06/28/2012. This is a Sources Sought request for information to be used for market research purposes only. The General Service Administration (GSA) is conducting market research to assist in determining the appropriate acquisition strategies and potential set-asides. GSA is seeking and interested in identifying all businesses who are interested in providing the required services. THIS IS NOT A REQUEST FOR QUOTE OR PROPOSAL. Responses to this announcement are not considered quotes or offers and cannot be accepted by the Government to form a binding contract. Responses will not be used for evaluation in any resultant solicitation for this requirement. The government shall not be held responsible for any cost incurred in response to this sources sought announcement. Participation is strictly voluntary. This opportunity will be located in downtown Seattle at an undisclosed Federal Building. To date we've tried 2 types of Prosoco strippers, and a poultice. The result was a lessening of the intensity of the color but it is still clearly apparent. The paint type is unknown and was delivered as a glass paint bomb that exploded on the building. Paint colors are maroon red, bright green, and black. We are now seeking a different approach. Following the Secretary of Interior's Standards for the Treatment of Historic Properties, we are seeking the gentlest means possible to remove that paint that has soaked in the tiles and the valleys of the glaze without removing the glaze. The building is on the National Register for Historic Places. The removal process will be tested, and may result in an award to do the work. The NAICS codes we will use are: 541990-All Other Professional, Scientific, and Technical Services 238990- All Other Specialty Trade Contractors 72121- Historic Sites Requirements: - Contractors that have a history of work on historic preservation, and hold the required certifications.
