- NASA/GRC has a requirement for the purchase of the following software licenses: (1) EA COMSOL Multiphysics version 4.3, Named Single User License (NSL) for one (1) Named User (1) EA Chemical Reaction Engineering Module for use with COMSOL Multiphysics version 4.3, Named Single User License (NSL) for one (1) Named User (1) EA LiveLink for AutoCAD for use with COMSOL Multiphysics version 4.3, Named Single User License (NSL) for one (1) Named User (1) EA Material Library for use with COMSOL Multiphysics version 4.3, Named Single User License (NSL) for one (1) Named User (1) EA Plasma Module for use with COMSOL Multiphysics version 4.3, Named Single User License (NSL) for one (1) Named User (1) EA LiveLink for MATLAB for use with COMSOL Multiphysics version 4.3, Named Single User License (NSL)for one (1)Named User NASA/GRC intends to purchase these licenses from COMSOL, INC., 1 New England Executive Park, Ste 350, Burlington, MA 01803. COMSOL owns the source code and the licenses are proprietary to them. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The Sole Source is under the authority of FAR reference 13.106-1(b)1. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 2, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
