- Request for Information - Technical Control Services for Joint Base Pearl Harbor - Hickam This Request For Information is issued to assist the 647th Contracting Squadron, Hawaii, in performing market research, determining interest and commercial practices, and information and planning purposes only. This is not a Request For Proposal (RFP) and responses to this request are not proposals and cannot be accepted by the Government to form a binding contract. This is not a guarantee of a future RFP or an award. This document should not be construed as a commitment of any kind by the Government. Any information provided to the Government in response to this document will become 647th Contracting Squadron property and will not be returned. The Government will not reimburse contractors for any cost associated with responding to the request. In accordance with FAR 12. 213, Other Commercial Practics, 647th Contracting Squadron is seeking information on customary commercial practices for Technical Control Services to ensure fair business arrangements. The questionnaire primarily requests information on both company to contractor and contractor to government business practices. Technical systems control support for long-haul and tactical voice, data, video, and testing communications services to include but not limited to circuit-based networks and consolidated DISN transport Internet Protocol (IP) network infrastructure. Conforming to the Unified Capabilities Requirements (UCR), services include support end-to-end quality/class of service under the GIG Convergence Master Plan (GCMP), provide personnel, equipment, tools, materials, supervision, and training necessary to perform maintenance and technical control services. Interested and qualified sources are requested to provide responses to the attached questionnaire. Please send responses via email to Lara.Emmons@hickam.af.mil by NLT Friday, Jul 27, 2012, 6:00 p.m. Hawaii Standard Time. Telephonic requests or responses will not be accepted. Respondents are asked to limit submissions to five pages or less. Any information provided is voluntary. All eligible firms responding to the Sources Sought must ensure their response is complete and sufficiently detailed to allow the Government to determine the firm's qualifications to perform this requirement.
