Description
REQUEST FOR INFORMATION (RFI) QUESTIONS AND ANSWERS Solicitation No. VA101-12-R-0053, Correction of Seismic Deficiencies, Building 100 Nursing Tower (NT) and Community Living Center (CLC), Seattle, WA 7.X Company would like to request the addition of a second walk thru of the project for the second or third week of June. This will allow subcontractors the ability to review the plans prior to this additional walk-thru. If this is allowable, X Company would also request a postponement of the proposal date by approximately two (2) weeks. Response: The VA will not schedule a second site walk. The hour and date specified for receipt of offers is not extended. 8.The table of contents in volume 1A does not list specification section 01 32 16.13 Network Analysis Schedules although it is included in the body of the specification. Please clarify if this specification is part of the contract documents. Response: Section 01 32 16.13 is part of the contract documents. 9.Page 130 of the Solicitation, Offer and Award paragraph 1.19 E 1 states that the contractor is required to meter and pay for power usage with relation to "electric cranes and hoisting devices, electrical welding and any electrical heating devices ¦". With the amount of welding required for this project can this paragraph be modified to eliminate welding as requiring metering? Response: No. 10.Page 11 of the Solicitation, Offer and Award paragraph 1.21 A states equipment designated with an R symbol will require relocation. We cannot locate any of this equipment on the bidding documents. Please confirm that the successful contractor does not have to relocate any existing equipment or items. Response: 1.21.A states, "Contractor shall disconnect, dismanble as necessary, remove and reinstall in new location all existing equipment and items indicated by symbol "R" or otherwise shown to be relocated by the Contractor." Permanent relocation is generally not in the scope of this project; however, temporary relocation will play a major role in successfully completing the work, as will removal, storage, and reinstallation of existing equipment and items. 11.Page 7 of CD2 Project Narrative, Item #9 Noise states the following: "It is recommended that the VA engage an acoustical engineer to determine how noise may impact patients and the acceptable decibel level of both ambient and impact noise for this specific project. This would also help inform the VA departmental phasing plan." This paragraph also states the following: " ¦mitigations may add cost and/or time to the construction project and are not currently within project scope beyond the basic VA specifications for construction noise limits, tool use, and working hours." What, if any, noise mitigation factors are contractors to include beyond those noted in the specification section 01 57 19 in their proposal? Response: The Construction Noise and Vibration Analysis report was provided in Amendment 001. The report contains recommendations. 12. Specification section 11 12 00 Parking Control Requirement is listed in specifications volume 1A but is not contained within the bidding documents. Please clarify if any work is required related to parking control equipment. If so, please issue a specification via addendum. Response: Parking control equipment is not part of this solicitation. 13.Looking through the specifications for the above project, I noticed that this project requires the fabricator is certified by AISC. I feel that we are more qualified to perform this work as we have demonstrated on another VA project. I would like to submit a substitution request to have this requirement waived for X Company, but I did not see a substitution request form in the specs. Is there one in the specifications that I just did not see? Response: AISC waiver is not granted for this solicitation. 14.Are you aware of the various types of remodel projects and what they specifically are? Response: Refer to attached Revised Suggested Construction Schedule by VA dated June 22, 2012. The Minor Projects are identified as 7 West Renovation and 6 East Renovation. 15.Will the remodel projects be contracted out of your office? Response: No. The remodel projects will not be contracted out of the VA CFM Western Region Contracting Office. 16.Will those remodel projects be ongoing in the same phases/work areas as the seismic project? Response: Refer to attached Revised Suggested Construction Schedule by VA dated June 22, 2012. The Minor Projects are identified as 7 West Renovation and 6 East Renovation. 17.In the event of schedule impact by the remodel projects, will the VA give consideration to modifications to the project schedule and subsequent impacts to those schedule changes? Response: Refer to attached Revised Suggested Construction Schedule by VA dated June 22, 2012. The Minor Projects are identified as 7 West Renovation and 6 East Renovation.
