Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation; a written solicitation is available, please see attached SF -1449 for the complete solicitation Package. Solicitation No. A12PS01607 herein cited will be procured under FAR Part 12, Acquisition of Commercial Items. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58. No Set Aside STATEMENT OF WORK SCOPE OF WORK Analytical Service Contract Safe Drinking Water Monitoring Protocol The BIA requires the services of a contractor to provide analytical services for Drinking water sample collections from well heads, taps and other drinking water collection points under the aegis of the Safe Drinking Water Act (SDWA), 40 CFR 143, et. Al. The BIA owns or operates fifty-seven (57) water systems which must be sampled in accordance with the schedules provided by the regulatory agencies of the Unites States Environmental Protection Agency (USEPA) and the Navajo Nation Environmental Protection Agency (NNEPA). Samples are collected from various schools and administrative centers located throughout the Navajo Indian Reservation in the states of Arizona, New Mexico and Utah. The purpose of this contract is to obtain analytical services for routine and special sampling of the BIA small community drinking water systems within the Navajo Nation. Both regulatory agencies (USEPA and NNEPA) provide a calendar year schedule of required sample collections and their analytical protocol in accordance with the Safe Drinking Water Act (SDWA) and the Navajo Nation Drinking Water Code. BIA as the owner/operator must comply with the requirement of the schedules produced by NNEPA and USEPA. BIA as a regulated drinking water provider is responsible for the collection of the drinking water samples and shipment of samples to a certified laboratory for analyses and reporting the results of the analyses to the regulatory agencies and any exceedence to the users as required under the consumer confidence reporting regulations. Contract Requirements: The BIA shall identify each sampling protocol in accordance with the USEPA and NNEPA schedules. The contractor (laboratory) must provide analytical services to support the BIA Public Drinking Water systems and specialized program requirements. Each year the system schedules changes and fluctuates in accordance with the USEPA and NNEPA regulatory requirements, protocol changes and sampling schedules. The contractor shall be expected to conduct all parameters of the USEPA/NNEPA SDWA analytical support services requirements in accordance with the SW 846 protocol and NNEPA Drinking Water Code. From time-to-time, emergencies can occur which may require special analytical protocol and may cause analytical service to deviate from the existing schedule. Despite these anomalies or deviations, the contracted laboratory shall be expected to continue to provide analytical service in accordance with the terms of the contract and with no interruption of services. Contractors must bid on the entire schedule by agency as listed. VI.Performance Times And Delivery Dates Base Period upon award to December 31, 2012 Option Period 1 January 02, 2013 to June 30, 2013 Option Period 2 July 01, 2013 to December 31, 2013 Option Period 3 January 02, 2014 to June 30, 2014 Option Period 4 July 01, 2014 to December 31, 2015 Award will be made to the lowest priced offeror, whose quotation is conforming to the requirements herein, will be most advantageous to the Government, and is fair and reasonable.
