Description
SYNOPSIS: This announcement is for the purpose of soliciting construction firms with work experience in the Middle East region for construction services at Al Udedid Air Base in the State of Qatar. A firm-fixed price contract will be awarded to a prime construction contractor. The magnitude of this project is between $500,000 and $1,000,000. The prime contractor is expected to perform at least twenty percent of the work using its own resources. PROPOSAL PERIOD: The solicitation is scheduled for release on or about July 12, 2012. The proposals will be due on or about August 13, 2012. Contract award is scheduled on or about September 17, 2012. No solicitation will be posted to this website. PROJECT SCOPE: U.S. Army Corps of Engineers Middle East District has a requirement for a design-build project consisting of the design, construction and installation of a permanent electrical power connection from the nearest existing substation at the Central Command Forward Headquarters' Media Center to the Logistics Storage Warehouse (LSW) at Al Udeid Air Base. The permanent connection consists of high voltage switchgear, high voltage buried cable from the substation to the transformer, a transformer, a transformer enclosure, and cables installed in conduit from the transformer to the LSW building. The installation requires coordination with Qatar International Trading Company/Powertech (QIT), which owns and operates the power substation. The work must conform to the standards of the Qatar General Electricity and Water Corporation (KAHRAMAA). It must be inspected and accepted by both KAHRAMAA and QIT. The contractor must provided performance and payment bonds. A bank letter of guaranty is not acceptable. The NAICS code is 237139 and the small business size standard is $33.5 million. ESTIMATED PERIOD OF PERFORMANCE: All work identified in the Scope of Work shall be completed within 120 days from award. PROPOSAL PROCEDURES: The solicitation will be a request for proposal (RFP). Contract award will be based upon a best value analysis of all proposals. The evaluation criteria will be conveyed within the RFP. The contract will be awarded on a firm-fixed price basis only. SITE VISIT: An organized site visit will be conducted. Attendance at the site visit is limited to two (2) people per firm. Attendance is not mandatory. Information on the site visit will be conveyed in the RFP. Planholders will be notified of the site visit date by email. PLANS AND SPECIFICATIONS: This is an electronically issued solicitation. The Government proposes to post the RFP to a file transfer protocol (ftp) site and be password protected. Proposals will be received in hard/paper copies only. Electronic and fax proposals will not be accepted. ADDITIONAL REQUIREMENTS: Offerors must be licensed to conduct business in the State of Qatar. The solicitation will not be provided to plan rooms, subcontractors, suppliers or vendors. Subcontractors, suppliers and vendors may request a copy of the planholder's list after the RFP is issued in order to contact prime contractors' regarding business opportunities. Files pertaining to the solicitation will be available through Safe Access File Exchange (SAFE). Interested offerors will receive an email notification with the subject: AMRDEC Safe Access File Exchange Delivery Notice. The notification will include a description of the file, a link to the file, and a password to retrieve the file. The file will only be available for 14 days and the password is a ONE-TIME USE ONLY during the 14 day period.
