- Notice of Intent to Award a Sole Source Purchase Order for Service Contract for Rigaku X-Ray Spectrometer The U.S. Environmental Protection Agency (EPA) Office of Enforcement and Compliance Assurance (OECA), under the authority of the Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, intends to issue a sole source purchase order to Rigaku Americas Corporation for a one-year service contract for the Rigaku ZSX101e wavelength dispersive X-ray fluorescence (WDXRF) spectrometer. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE. The X-ray fluorescence spectrometer is a complex instrument and requires attention form highly skilled service engineers. Only Rigaku has the trained and experienced service engineers who can perform the service required for preventative maintenance and for fixing malfunctions. The Rigaku service engineers are the only service engineers who have access to the service manuals, service knowledge and spare parts required to keep the X-ray spectrometer functioning properly. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 10 calendar days of the date of this announcement, will be considered. Responses to this posting must be in writing. A determination not to compete the proposed purchase order based upon the responses is solely within the discretion of the Government.
